Only 3 more to go!... unknown at this time are Massachusettes,
Delaware and S. Dakota. Our deep gratitude and respect goes to
Colorado State Senator Charles Duke who authored and introduced
the resolution on March 2, '94...and to all state legislators who
are joining in and standing with Senator Duke. 

     Now....The implementing legislation must be passed to put the
"teeth" into this movement....the people in each state (via their
elected state legislators) must begin to regain control of their
money and stop the blackmail tactics from the feds. Oklahoma Rep.
Charles Key has introduced the Tax and State Sovereignty Act
(HB1874) which passed out of committee and through the Oklahoma
House unanimously. HB1874 creates a state controlled escrow
account to hold federal excise tax payments. If the feds withhold
any funds because the state refuses to pass un-Constitutional
state laws implementing federal mandates, i.e., the Crime Bill
(with its ban of our home defense weapons), the Clean Air Act,
federal land grabs, Goals 2000, HR666 which authorizes warrantless
house search and seizures in violation of our 4th Amendment, etc.,
then the money in escrow will not be forwarded to the feds but
will be used by the state. Key is widening the path toward
sovereignty and all state legislatures should pass a similar bill
forcing the federal government into Constitutional compliance. 
	
     Don't count on the new conservative leadership in Congress.
The "Contract with America" would be more appropriately termed,
the Contract ON America. The Federal Unfunded Mandates Act does
not lift nor pay for unfunded, un-Constitutional mandates already
forced on the states, and which have put most states in or near
bankruptcy. The "Accountability Act" which they said would force
them to adhere to all the laws they foist on the states deals
primarily with employment issues...over-time for congressional
staffers, OSHA safety standards, etc. (more tax money out of our
pockets). The Balanced Budget Amendment Proposal was defeated,
probably so they can coerce more states into passing con-con
resolutions. If congress adhered to the Constitution we wouldn't
need an amendment to balance our budget. Foreign aid is
un-Constitutional. Now they've sent $40billion to Mexico (our tax
dollars) to bail out the International banks and Wall Street
firms' bad investments. Clinton made a statement to the effect
that any other alternative wouldn't be beneficial to a World
Economy. And lest we forget... they wouldn't even be talking about
a Contract w/ America if the 10th Amendment-State Sovereignty
movement by state legislators hadn't grown so strong so quickly
last year. 

CONFERENCE OF STATES = CONSTITUTIONAL CONVENTION  
     State governors, under the guidance of ACIR adjuncts (Council
of State Governments, Nat'l Conference of State Legislators, Nat'l
Governors Assoc, etc) are now promoting the Conference of States
to be held in Philadelphia this spring. They're requesting all
states send delegates to this Conference just like our founders
did in 1787 when they held the Constitutional Convention and threw
out the Articles of Confederation. Interestingly, *this* movement is
getting media attention. Does that wave a danger flag? Those
involved are knowingly or un-knowingly laying the ground-work for
a Constitutional Convention. The leader of the COS, Utah Gov. Mike
Leavitt said, "our government is outdated, old-fashioned - not
suited for the fast paced, high-tech global marketplace we're
entering". 
     
     They've jumped on the state sovereignty bandwagon; shout
opposition to the awful "unfunded mandates" from the feds. That's
a hook to once again dupe unsuspecting Americans and state
legislators. Unfunded isn't the issue... unConstitutional is the
issue. It's our money, not the government's money... always was,
always will be. Members of the above mentioned associations are
being propagandized, shrewdly led to believe states should
"bargain" with the federal government; "urge" or "petition" the US
Congress for rights that Constitutionally belong to the states and
the people, and most dangerous... they're being convinced that a
Constitutional Convention could be limited or controlled. The
so-called conservative organizations like Paul Weyrich's American
Legislative Exchange Council (ALEC) and the American Taxpayers
Union (NTU) are a strong lobby for a Con-Con.... telling only half
truths (that's lying) regarding the ratification process, giving
legislators a false sense of security because they believe only 38
state legislatures can ratify amendments. A Con-Con could result
in the loss of our Constitution and state legislatures could be
bypassed in favor of ratifying conventions. They're playing with
fire and our freedom. (See the CDR Action Messages #62 & #63 for
full details on the Conference of States)  

          
     State legislators in all states must see the urgency of
reaffirming and then asserting our sovereignty because the fate of
America does indeed rest on their action or non-action. ALL
AMERICANS... each and every one of us... must help by educating
those legislators who are not fully aware of the facts and by
supporting the efforts of the growing numbers of those who are
aware and have the courage to stand up and speak out! The 10th
Amendment Resolution took on its own momentum (we believe by the
Grace of God). Thousands of individuals and organizations are
uniting in their respective states to support their legislators in
passing the resolution (and now to stop the Conference of States).
The 10th Res has swept the country like a fire storm, giving hope
to those who had lost hope, waking up sleeping Americans and
getting them involved.... and most importantly waking up state
legislators who forgot or never knew that the states are
autonomous and we, the people, sovereign over the federal and state
governments. 

	Remember... Senator Duke emphasizes the importance of a
joint (or concurrent) resolution. When a state legislature wants
to make a powerful statement to government they send the message
via a "joint or concurrent" resolution... the way legislative
leaders are now introducing the Resolution for Participation in
the Conference of States.... and bypassing committees to get it
rammed through. 
     
     In the near future Senator Duke intends to invite state
legislators who are sponsoring and supporting the 10th res to meet
as a Principal Assembly to formulate legislation which will
implement the resolution. All interested legislators should
contact us. We're networking with concerned Americans in all 50
states.
