RABIN BETRAYS ISRAEL


INSIDE ISRAEL NEWS SERVICE-Jerusalem, Israel---The American media
portrays Israelis opposed to the "peace" agreement with the PLO as, to
quote CNN, "right wing extremists." If so, according to a May 1995
poll in the daily newspaper Maariv, over 2/3 of Israelis are fanatics
because they want negotiations with the PLO to end and only the 30%
who want contacts to continue are peace-loving.

I must be a right wing extremist because I was opposed to having
anything to do with the PLO from the moment in September 1993 that
Prime Minister Yitzhak Rabin announced cutting a deal with the
organization. But then again, on the very eve of the Knesset debate on
ratifying the process, according to Maariv, only 44.5% of Israelis
supported the government's moves. In fact, Rabin pushed through a
terribly wrong-headed diplomacy without having majority approval of
his country's people and Israel is paying deeply for his arrogance in
increased terrorism and intolerable vulnerability to non
survivability.

I had opposed the Rabin peace process because I knew, as a writer,
that the lead actors in it had horrific personality flaws and had no
real business ruling. However, thanks to the most ridiculous electoral
system in the democratic world, only the snakes survive in Israel's
political jungle. I had documented this assertion with thousands of
details in my 1992 book, The Fall Of Israel (Canongate Publishers,
Edinburgh) and in my monthly newsletter, Inside Israel.

I knew Rabin as drunken, friendless and a coward in battle. Not a few
readers took exception to this description but in April of this year,
Prof. Uri Millstein's study of Rabin confirmed the man as a miserable
officer who abandoned his troops on the battlefield and ran home to
get drunk. He was advanced through the ranks as a result of his
knowing the truth of a dark secret shared by only the upper echelons
of the Labor Party.

 In 1948 an arms ship brought to Israel by a rival group was ordered
sunk by Prime Minister David Ben Gurion. The problem was that his best
officers like Moshe Dayan and Yigal Alon would not give the order to
shoot and thus kill dozens of the ship's crew. But junior officer
Rabin had no such compunctions and did give the order to kill fellow
Jews. Being privy to this act of mass murder bought Rabin a lot of
stock and though the army general staff twice ordered him removed, Ben
Gurion would have nothing to do with it. In the end, Rabin was at the
helm in Jerusalem when half the city, including the Western Wall, was
lost in 1948, one of the few occasions when the Israelis lost a battle
in the later stages of the war.

In 1967, two weeks before the outbreak of the Six Day War, Rabin had a
total nervous collapse and played no leadership role during the
fighting. And for that reason, says Millstein, Israel triumphed. But
based on his false image of a lion-hearted warrior, he was appointed
Israel's Ambassador to Washington in 1968.

Now here is where the story becomes sinister if not downright
conspiratorial. Many of the following details were originally culled
from Arab sources because the story is so radically different than
what is reported in the mainstream Israeli press, yet that very same
medium is now releasing confirmation.

I begin with a detail that I feared to write because it seems too
paranoid. In March, 1994 two Israeli publications, Shishi and Yediot
Ahronot published the same facts. Previous to accepting his post as
Ambassador, Rabin was inducted into the Masons. Now, one must know
Rabin to understand just how out of character this act was. As an
understatement, Rabin is not a joiner. The Office of the Prime
Minister issued a formal reply to the inquiries of the journalists
stating that Rabin became a Mason as a diplomatic formality and has
not participated in any activities since.

Both publications were quick to put the assertion to the test. In the
spring of 1976, Rabin presided over a large Masonic gathering in
Jerusalem and was apparently a very active member.

Now some readers will say, so what? A man can join a fraternal
organization if he chooses to. Others will think the writer is of a
breed of radical which maintains that the international bankers and
Masons are conspiring to control the world. The truth is I am a level
headed writer of contemporary Israeli politics and was totally caught
off-guard by my own research.

The two articles claimed that King Hussein of Jordan is a high-degree
Mason who often travels to London to attend non-public ceremonies. For
years he has been meeting Rabin secretly on these journeys. When
President Clinton came to Israel last November to witness the signing
of the Israeli-Jordanian peace treaty, a full page ad sponsored by the
Israeli Order of Masonry appeared in the Israeli papers featuring a
picture of Rabin, Clinton and Hussein grasping hands with a caption
reading, MASONS OF PEACE.

Two weeks ago I met with a Palestinian reporter for a Saudi-financed
London newspaper and he brought up the Masonic connection. According
to his account, Hussein's Masonic ties are a subject of discussion
throughout the Palestinian journalistic community, members of whom,
mostly oppose the peace treaty between Jordan and Israel because of
them.

"We have no objection to the clauses made public." he explained. "It's
the unspoken agreement over Jerusalem that we fear. We all know
Hussein would never cut a deal without settling the Jerusalem issue.
We are certain that he got future control of Moslem holy sites and we
were left out."

The real issue isn't Israel or the Palestinians, it's Jerusalem. There
is a huge power struggle taking place for control of the city. In just
four years from now, the millenium ends and a new era begins. The
Masons lay claim to the expected New Jerusalem because their tenets
state that their founder, Hiram, built Solomon's Temple. If Rabin did,
indeed, hand over the Moslem holy sites to Hussein, then the Masons
have their foothold in the city. This is a source of great
consternation among the Catholic leadership who are determined to rule
Jerusalem in the year 2000 when they believe Jesus may return.

We will return to Rabin's days as ambassador but it is fitting now to
introduce the second actor of the "peace" drama, Shimon Peres.
Americans don't realize how much the Israeli public despises the man
but between 1977 and 1989 he ran for prime minister four times, never
winning. He is viewed as amoral and deceitful by the majority of
Israelis who see him as capable of wrecking the country if it meant
his winning international approval.

In early I994 *Shishi* published the claims of Mark Halter, the French
intellectual and friend of Peres. According to Halter, in May, 1993 he
acted as a messenger for Peres to the pope. During a private meeting
he gave the Holy See a letter from Peres promising the Vatican
hegemony over the Old City of  Jerusalem.

My report of Halter's claims in Inside Israel met with some
skepticism. However in May 1995, the Israeli radio station Channel
Seven reported that it had acquired a cable sent by the Israeli
Ambassador to Rome to Peres's Foreign Ministry outlining the Vatican
hegemony plan. Two days later, the prestigious left wing newspaper
Haaretz published the cable on its front page. While the American
media completely ignored the story, the Vatican cable became a huge
issue in Israel, especially within the religious sector.

The Foreign Ministry reacted to the publication of the cable in
disingenuous fashion. Yes, the cable was sent but the word,"not," as
in Israel will not offer the Vatican hegemony of the Old City of
Jerusalem, was whited out. That was the best that Peres's advisers
could come up with. Not many people, me included, accepted the
explanation and I am convinced that Peres is negotiating with the pope
over a Catholic Jerusalem.

A few months ago Israel was in the midst of an international row over
the announced expropriation of two small plots of land in Jerusalem.
The decision to expropriate was made at the cabinet level, and the
normally super dove Peres supported the move. This act was
inexplicable unless one fact is presented. One of the plots of land
straddles an area between Bethlehem and the very important Catholic
monastery of Mars Elias.

Even with an advocate as powerful as Peres, Rome is not going
unchallenged. Enter the third point of the peace triangle, Deputy
Foreign Minister Yossi Beilin. I have been told he really does not
like me and for two good reasons. In December 1993 I appeared on the
country's most widely watched television show and presented my
findings that Beilin had blackmailed a corrupt religious party called
Shas to fell the Shamir government in 1990 in order to push a peace
plan concocted by then-Secretary of State James Baker.

I digress briefly. In 1990 Peres was the Finance Minister and was
privy to information that Shas and its leader Arieh Deri were
embezzling tens of millions of dollars from the state treasury. He
sent Beilin to present the evidence to Deri and offer him the choice
of leading to party to support Baker's peace plan or standing trial.
Using these means and the promise of protection, Peres persuaded Deri
to back the "peace process" and only with Shas's purchased support did
Rabin push the diplomacy through the Knesset with a Jewish majority.
Deri left the government late last year when, after five years of
investigation, he was finally ordered to stand trial on over a dozen
charges of fraud and embezzlement, a tiny fraction of the expected
charge sheet.

The second reason Beilin has to be peeved with me was my March 7, 1994
article in the National Review which asserted with no shortage of
facts, that Peres sent Beilin to Cairo in June 1991 to meet with two
of Arafat's aides and offer the PLO the chance to rig the Israeli
democracy and get a state in return. In short, Peres requested that
Arafat use his influence to persuade Israel's Arab voters to choose
Labor or its allies in the 1992 general election in return for an
"autonomous entity," afterward.

Again, my report was greeted with skepticism but, as usual, was later
confirmed, this time by two Palestinian writers, one being Abu Mazen,
an architect of the peace process, in whose book he claims that the
PLO and Labor rigged the election in the manner just described. Under
enormous pressure, Abu Mazen retracted the guilty passages claiming an
editor had inserted them in without his knowledge. Right!

In March of this year, the Russian Foreign Minister visited Jerusalem
and pointedly and publicly refused to attend a planned meeting with
Beilin. No reason was given and observors were at a loss to explain
the insult.

Just a few days later, the Foreign Ministry announced that it had,
under Beilin's stewardship, finally come to an agreement on land
disputes with the Russian Orthodox Church. This was hardly a burning
issue. The Church bought land from the Turks in the nineteenth century
which Israel took over in 1948. Now in 1995, Beilin, on behalf of
Israel, had agreed to acknowledge the church's claims and to accept
its ownership of some of the city's most prime real estate including
land used by the city's police department and courts.

Bainerman notes,"It's a race. Anyone with a claim to the city whether
its a hundred years old or three thousand is claiming chunks of the
city and the government is giving in every time."

According to the version of the Oslo Agreement as promulgated by the
Labor party, the whole process began when two Israeli intellectuals,
Yair Herskowitz and Ron Pundak accidentally bumped into Beilin in a
London hotel lobby after they had met illegally with the PLO's Abu
Allah. Beilin liked what they reported and used a contact in Norway to
conduct secret negotiations based on commitments made at this meeting.
When the discussions led to an agreement, everyone was shocked but
especially the President and the State Department.

What worries me is the official history is a blatant lie and I wonder
what makes the truthful version unpublishable. In December 1994 I met
with Ron Pundak for two and a half hours in Tel Aviv. He told me in no
uncertain terms that,"I reported back to the State Department at the
end of every day's session from the very first day. Christopher didn't
have much faith in the negotiations at first but later on was very
helpful."

Pundak offered me a wealth of information about the process and its
mindset but the Washington connection was the most enlightening. Even
the attorney sent to draft the declaration of principles was an
Israeli expatriate living in Washington, Yoel Zinger.

We now return to Washington where between the years 1968-72 Rabin was
Israel's ambassador to the city. Before arriving, Rabin was a kibbutz
born socialist. Within a very short time he was a born-again
Republican and strong advocate and close companion of Henry Kissinger.
By 1972, he was going on the stump trying to persuade American Jews to
vote for Nixon in the upcoming election.

In 1973, the Yom Kippur War broke out and there was much more to it
than conventional history offers. Again, America and Israel both
claimed to be shocked when the armies of Syria and Egypt attacked
Israel. Bruce Brill tells a very different version of events and the
veracity of his documentation persuaded the very stodgy and cautious
Jerusalem Post to publish his account twice last year.

In 1973, Brill was a junior adviser working for the National Security
Agency. Two weeks before the war's outbreak he held cables outlining
the Arab's intentions down to the hour when the attack would take
place. Far from being caught off guard, Nixon's National Security
Adviser, Henry Kissinger was privy to the battle plan. And so was the
Israeli cabinet, most notably Moshe Dayan who in a fit of guilt
reinforced the Golan Heights by fifty tanks a day before the war
started. Golda Meir wanted to mobilize and preempt, but as literally
all accounts state, was ordered not to make a move by Kissinger.

A few days into the war Israel was scraping the bottom of its arms
stocks and was doomed unless it was rearmed by America. Kissinger
refused Meir's desperate pleas for help for nine days, all the while
2000 Israeli boys died. According to the Egyptian journalist Mohammed
Heykal quoting numerous Syrian sources, one of the terms of restocking
Israel's armory was that Meir retire after the war and appoint Rabin
her successor.

This was no simple task. Rabin had never sat in the Knesset and had no
power base. A good fifty people were ahead of him in line. Yet when
the war ended, Meir appointed Rabin as Minister of Labor and a few
months after retired, declaring him her heir apparent.

In 1974, Rabin became Prime Minister and Kissinger began his shuttle
diplomacy to settle issues between Syrian President Hafez Al-Assad and
Rabin in the aftermath of the Yom Kippur War. The sticking point was
the Golan Heights. Syria wanted Israel off them or it would initiate
an endless war of attrition. The solution was as devious as it was
clever. Assad also coveted Lebanon and Rabin agreed to allow him to
invade in return for quiet on the Golan.

But first a pretext was needed and what better excuse was there than
to quell a civil war? An attack on a bus carrying Christian children
purportedly by the PLO was all that was needed to start a bloodbath
that would kill 300,000 Lebanese in twelve years.

This May Israel Radio broadcast a report, for one morning only, that
its reporters had seen a letter sent by King Hussein to Rabin in 1974
in which he gave his blessing to the plan because it would neutralize
his enemy the PLO and his rival Yasir Arafat. That sheer chaos would
erupt in Lebanon seemed to mean nothing to him, or to Rabin, Kissinger
and Assad.

In 1977 Rabin resigned in the face of a nasty corruption scandal and
should have retired from the political scene. But here it is 1995 and
he's back and the rest of the coterie so responsible for the cruelty
of the past two decades Assad, Arafat and Hussein are still in power,
in the case of Arafat, thanks to Rabin.

More confusing is that Kissinger is still very much the man behind
Israel's throne though no one seems to know why. This much is certain,
on at least two occasions in the past year Rabin made pilgrammages to
his New York office, Peres took a six hour detour to have a two hour
lunch with him before setting off for South America and Ehud Barak who
Rabin is grooming as his next-in-line was briefed by Kissinger last
May just before returning to Israel to contemplate Rabin's invitation
to join his cabinet.

If precedent is a guide, the Gaza Strip and West Bank will burn just
like Lebanon did twenty years ago. And Israel will be forced to step
in a few years later to put out the fire and she will become bogged in
a bloody mire if not a war between Syria and Egypt over the issue.
This is precisely where Rabin's diplomacy is taking the country as it
did when he was Prime Minister the first time around.

The facts I am gathering have led me to the inescapable conclusion
that Israel's diplomacy is being secretly manipulated from abroad and
Rabin, Peres and Beilin are the willing tools. All the talk about
Masons, Catholics, and Russians seems utterly fantastic but my sources
are solid and the reports I've collected have been printed or
broadcast by the most responsible Israeli and Arab media outlets. It
is thus, my contention that Rabin is leading Israel to utter disaster
and perhaps he doesn't understand why.

SECRET DEALS POSE THREAT TO ISRAELI DEMOCRACY

The Israeli people haven't taken much notice but there have been many
secret deals made in the name of "the peace process." Secrecy has
become the hallmark of the current government's diplomacy, concealing
many of the commitments it has given to the PLO, Jordan, and Syria.

Among the secret deals which the Rabin government has entered into,
are:

June 1991-Yossi Beilin delivers letter from Shimon Peres to PLO in
Cairo. Peres promises Arafat withdrawal from the West Bank and Gaza
and a Palestinian state in return for using his influence to recruit
Israeli Arab voters to Labor or its allies in next year's general
elections. Arafat accepts the offer.

November l992-Rabin and Beilin begin secret and illegal talks with the
PLO's Abu Ala in London under the auspices of the U.S. government.
These lead to the Oslo talks.

March l993-Deputy Foreign Minister Yossi Beilin authors a document
called "The Palestine Interim Self-Government Agreement." The secret
clauses of the agreement describe how the government will disarm West
Bank settlers and force them to evacuate the settlements, and how a
reduction of an IDF presence of the roads leading to their homes will
be diminished which will cause the more passive residents to panic and
sell their homes and flee. One section of Beilin's plan permitted Jews
to be extradite to the Palestinian authority. In another section of
the document, entitled "The Illegitimacy of Israeli Sovereignty Over
Jerusalem" Israel agrees to the division of the Old City into cantons
under UN control.

September l993-A few days before Rabin signs the recognition agreement
with the PLO at a secret meeting on September 9th, a plan drawn called
Metroplitan Jerusalem drawn up by former Jerusalem Mayor Teddy
Kollek's Jerusalem Forum which calls for the division of the Old City
into separate districts and recognition of a Palestinian state with
Jerusalem as its capital is approved by Rabin.

January l994-Soon to be American Ambassador to Israel Martin Indyk
mediates between Rabin and Assad. Rabin agrees to a complete
withdrawal from the Golan. Among the Israeli concessions are an
elimination of its nuclear program and a Syrian military base on
Israeli soil. In May l994 the Russian government information agency,
RIA, wrote that "secret talks are talking place between Israel and the
U.S. whose aim is the immediate breakup of settlements in the Golan."

May l994-French intellectual Mark Halter in the Israeli weekly
*Shishi* reveals the existence of an official proposal from Shimon
Peres offering the Vatican sovereignty over the Old City of Jerusalem.
According to the Italian newspaper La Stampa, Peres first made the
offer in September 10th, l993, three days before Rabin met Arafat in
Washington. Arafat signed the Oslo Accords on condition that he
accept the plan.

November l994-Israel signs a peace treaty with Jordan with secret
clauses concerning water and Jerusalem. The agreement had been
negotiated in London eight months before between Rabin, Hussein, and
Lord Victor Mishcon, an attorney who represents much of British
royalty as well as King Hussein. As part of the agreement Jordan would
receive control over the Islamic Holy sites within a Vatican
controlled Old City.

January 1995-In Johannesburg Arafat admits that Peres secretly sent a
letter to the Norwegian Foreign Minister promising him control over
political organizations in Jerusalem. This deal was consummated in
Bucharest in a secret meeting between Peres, Arafat, and the Foreign
Minister of Iran in late l994.

Secret diplomacy and agreements run counter to the basic tenets of a
democratic state. If agreements are made in secret and concessions
granted without the knowledge of the Israeli people, then the public
is being deceived.

The current government has replaced traditional statecraft for secret
diplomacy. Although some politicians have demanded that the Foreign
Ministry release the full text of the Oslo Accords and the April l994
agreement with the Vatican, most clauses have remain hidden from the
public. If the full text of these accords is not presented to the
Knesset and to the public for ratification, then Israel's leaders are
violating the laws of democracy and should resign.

Secret Deals and Hidden Agendas Of The Middle East Peace Talks

Jerusalem, Israel--When the Oslo Agreements were signed in Washington
in September l993 between Israel and the PLO a large portion of the
Israeli public were in favor. They decided to "give peace a chance."

Numerous deadly terrorist attacks later, that's no longer the case.
With each passing day more and more Israelis are demanding that their
government call off the negotiations and put an end to all discussions
over Israel withdrawing from the strategic Golan Heights. Yet due to
the controlled Israeli media, few Israelis really understand what or
who is really directing and influencing their government's policy.

Who is Yitzhak Rabin?

While serving as Ambassador to America between l968-l972, Rabin came
under the heavy influence of the State Department and its Secretary,
Dr. Henry Kissinger. Kissinger withheld arms from Israel during the
opening days of the Yom Kippur War and would only resupply on
condition that Golda Meir resign in favor of Rabin. Why Meir and Moshe
Dayan didn't mobilize the troops knowing that an attack was coming has
never been convincingly explained by historians. Kissinger's intent
was to weaken Israel. After the war Rabin and Kissinger redrew the map
of the Middle East permitting the Syrians to invade Lebanon thus
contriving that country's civil war in l975.

According to the Egyptian writer Mohammed Heykel, quoting Syrian
sources, one of the terms of the American arms airlift to Israel
during the Yom Kippur War, which Kissinger delayed for nine days until
Israel's situation was desperate, was that Golda Meir resign as Prime
Minister in favor of Rabin. Rabin, up to that time, was never a member
of the Knesset and was far down on the Labor party list. After the
war, Meir appointed Rabin Minister of Labor and shortly after backed
his candidacy for party leadership.

(It should also be noted that it was during this time that Kissinger,
nearly singlehandedly, put the Saudi princes on the world's political
map with the creation of OPEC. Some researcher should look closer into
this time period and determine what role Kissinger had on giving the
oil rich Arabs the idea of creating a producers cartel.)

To this day, Rabin owes his political power to Kissinger. Twenty years
after Kissinger enlisted Rabin, his influence on Rabin's policies
remain. In fact, it was recently reported in Israel's leading daily
Yediot Achranot that back in l976 it was Kissinger who first
suggested pulling out of Gaza and Jericho first to then Prime Minister
Yitzhak Rabin, calling it his "Gaza-Jericho First" plan.

In fact, on November 13th l994, Kissinger's boss David Rockefeller
landed at Jerusalem's Atarot Airport for a 12 hour secret visit with
former mayor Teddy Kollek. The aging Kollek, who was defeated at the
polls a year earlier and held no public office, claimed the visit was
to promote the establishment of a branch of Rockefeller's Chase
Manhattan Bank in the capital but no such bank was ever established.
now has Kollek ever had any ties to Israel's banking community.

Shortly after Rockefeller left Kollek flew to Cairo for the first time
ever and met with Egyptian Foreign Minister Omar Mussa and presented
him with his plan for Jerusalem's future. The city would be divided
into quarters, each with its own separate governing body. The plan for
the dividing of Jerusalem would have the complete support of Kollek
and his planning organization, "The Jerusalem Forum." It is assumed
that the plan, which was drafted according to the wishes of The
Vatican, who many in Israel say want to secure control of the city by
the end of this decade.

Another Kissenger tie to Israel is via The Jerusalem Post.

The consensus in the Israeli journalistic and diplomatic community is
that (The Jerusalem Post) is a right-wing paper dedicated to felling
the Labor Party and its allies. Yet the background of the owner of the
paper, Conrad Black, CEO of the Hollinger Corporation, would suggest a
very different perspective.

Black is a longstanding member of The Council On Foreign Relations and
The Trilateral Commission. Hollinger Corporation is one of the most
prominent clients of Kissinger Associates. In l989 Black bought the
paper for $17 million, more than three times higher than the next
bidder. While on the surface it appears that The Post is right wing,
many conservatives in Israel are amazed at how restrained its
editorial policy is and how much space is given to government
ministers so they can "explain" their policies.

If The Jerusalem Post was purchased by Black in order to control the
opposition, then it certainly is fulfilling that function.

Kissenger shows up elsewhere in Israeli foreign policy. In mid-l994
Defence Minister Rabin approved a significant arms sales to Rwanda.
Three days before the Rwanda civil war erupted, Kissinger and Lord
Carrington flew to Rwanda on an undisclosed diplomatic mission. Upon
returning to the U.S., Peres was summoned to meet Kissinger in a
Manhattan restaurant. Peres was on his way to a diplomatic tour of
South America and took a 5,000 mile detour to meet Kissinger for six
hours.

Shimon Peres: Servant Of The Europeans

While Rabin's allegiance is to Kissinger, it is believed that Peres is
controlled by European powerbrokers. He became their puppet after his
enlistment into the Socialist International in l976.

Peres has also had extensive dealings with The Vatican. In April l994
Peres and his Deputy Yossi Beilin concluded a recognition treaty with
the Holy See whose secret clauses included giving the Vatican hegemony
over the Old City of Jerusalem before the year 2000 which have never
been made public. To achieve a peace treaty with Jordan, it is assumed
that Peres secretly promised King Hussein control of the Moslem Holy
sites within a Vatican-ruled Old City.

Peres' plans for Jerusalem's future are slowly being exposed and, with
his back to the wall, he has been engaging in transparent lies.

The first occurred after PLO Chairman Yasir Arafat, during a speech in
Johannesburg, revealed the existence of a letter from Peres to the
Norwegian Foreign Minister sent in October 1993, committing Israel to
respect PLO governing institutions in Jerusalem. Peres denied that
such a letter existed, much to the chagrin of Cabinet whip Moshe
Shachal, who transmitted Peres' message to the Knesset and was furious
when the government later admitted that such a letter was actually
sent.

In response to the revelation of the letter, Peres told the Knesset
forum,"If you are insinuating that we would ever divide Jerusalem,
then that's an ugly slander."

Yet a close friend of Peres', the French intellectual Mark Halter,
told the Israeli weekly newspaper, Shishi, that in May l994 he
delivered a letter from Peres to the Pope which outlined the Foreign
Minister's plans for Jerusalem. According to Halter, "Peres offered to
hand over sovereignty of Jerusalem's Old City to the Vatican."

Halter elaborated on the plan: "The city will stay the capital of
Israel but will be administered by the Vatican. The city will have an
Israeli mayor and a Palestinian mayor, both under orders from the Holy
See. The program was originally submitted to the Vatican by Peres two
years ago, just before the Oslo talks began."

The Vaticanization plan was presented to the PLO during the Oslo
negotiations and just before the signing of the Declaration of
Principles, Arafat agreed not to oppose the plan. The plan also has
the support of a number of influential Palestinian intellectuals who
were consulted on the idea, including Professor Edward Said.

The plan was first published in the Italian newspaper La Stampa on
September 10th, l993, three days before Rabin met Arafat in
Washington. At the time, Peres ordered the Foreign Ministry to deny
that such a program existed. Today, Foreign Ministry workers are not
issuing denials and are privately confirming the existence of such a
plan.

The Peres plan calls for the extra-territoriality of the Old City and
the airport at Atarot, which will become a world-wide meeting center.
Further details call for Jerusalem to become the second Vatican of the
world with all three major religions represented within but under the
authority of the Vatican. A Palestinian state will emerge in
confederation with Jordan with its religious capital being Jerusalem
but its administrative capital situated elsewhere, possibly Nablus.

A Foreign Ministry source believes the plan is a good one. He stresses
that Israel's ties to the Catholic world will lead to trade, tourism
and prosperity. Further, with a strong governing authority, future
disputes between Israelis and Arabs will be easily resolved.

Despite denials by the government that the future of Jerusalem is
being negotiated, facts on the ground are quite different. The PLO's
Jerusalem chief, Faisal El Husseini informed Police Minister Shachal
that before the signing of Israel-PLO deal, the government made a
secret deal with the PLO committing itself to freezing Jewish housing
construction in the city. On September 23, 1993, the head of the
Israeli party Tzomet, Raful Eitan, queried Peres about reports of the
agreement but Peres denied that such a deal had been cut. Nonetheless,
not one new neighborhood has been constructed in the past year.

Husseini has also announced that talks over the future of Jerusalem
between the PLO and the government are being conducted in Bethlehem.
Meanwhile, a forum called, not very ironically, Metropolitan
Jerusalem, under the auspices of former mayor Teddy Kollek, "is
preparing plans for the cantonization of Jerusalem which the
government is submitting for negotiation in Bethlehem.

Secret Agenda To Have Israel Concede The Golan Heights

While for most of the last 28 years since Israel has held The Golan
Heights, the vast majority of the Israeli population, even the far
left, agree that the Golan Heights is too important to Israel's
security to ever be abandoned- even if it means a possible peace
treaty with Syria.

Although in his 1992 election campaign to become Prime Minister Rabin
said he would never, under any circumstances, leave the Golan, it was
he and he alone who put the issue on the bargaining table. While the
vast majority of the Israeli public remains dead set against leaving
these strategic heights, Rabin seems to be the only Israeli willing to
give it up leaving many political analysts to ask, why? What is
motivating his actions?

While the conventional wisdom is that Rabin wants to cede the Golan in
order that he complete a quick deal with Syria's Hefez Assad in order
to ensure a victory for Rabin's Labor party in the l996 general
elections, the facts tells a much different story.

Actually, three countries are vying for the right to place their
troops on the Golan Heights in the wake of an Israeli withdrawal.

The United States is taking far-reaching measures to this end, even
soliciting support from liberal American Jewish rabbis to push this
position from their pulpits. In an odd and unpleasant twist of
history, Shimon Peres actually invited German Chancellor Helmut Kohl
to place his country's soldiers on the Heights. In the same week as
the Peres request to Kohl in August l994, Japan announced that it was
considering putting its troops on the Golan.

Foreign Minister Peres's request to Kohl was part of a very strange
deal with Germany. In exchange for Israel recruiting the American
Jewish Congress to lobby for Germany's inclusion in the UN Security
Council, Germany agreed to push Israel as an associate member of the
European Community. The Congress admitted that their efforts were
coordinated with the Foreign Ministry and Peres told the German media
during the August l994 visit to Bonn that Israel would support German
entry into the Security Council.

The greatest opposition to withdrawal is coming from the IDF. A high
level delegation of army officers recently submitted a report to Rabin
which recommended against a full withdrawal from the Golan. Rabin's
public demanded that the report be subdued and was furious at a leak
that appeared on the front pages of all the weekend papers. His public
response was that "he isn't required to listen to his senior officers'
advice."

Why is Rabin so willing to leave the Golan? One answer may be that the
international powerbrokers want a UN base there in order to expand its
influence to other parts of the region. Another is that there are
significant amounts of oil in Syria near the Iraqi border that
multinational oil firms want to get their hands on.

Israel and The UN

The accession to power of the Labor party has also resulted in a
dramatic improvement in Israel's relationship with the UN. For
instance, in early l994 Foreign Minister Peres proposed to UN
Secretary General Bhoutrus Ghali that UN troops in Israel and Lebanon
be reduced significantly and that the savings to the organization be
transferred to the Palestinian Authority in Gaza.

Peres also promised the Defence Minister of Slovenia that Israel would
work towards ending the UN arms embargo against the breakaway state.

According to the reliable London-based newspaper A-Shaark Al-Awst,
just previous to signing the peace treaty with Jordan in November
l994, Peres tried to meet in Paris with high Syrian officials to
present his plan for an Israeli-Jordanian Confederation which would
share sovereignty over both countries and thus solve the Palestinian
Israeli settler issue. According to the newspaper Syria was furious at
the proposal and considered such a confederation a dire threat to her
security.

Not satisfied with uniting just two nations, Peres has been the
driving force behind a two part plan to create a united Middle East
Defence committee which will then join the Security Committee of the
European Union.

Superficially, these policies seem contradictory but in fact a common
thread runs through them. The ultimate goal of Peres's diplomacy is to
strip Israel of its uniqueness as a nation and meld it into a world
family of nations. To this end he is prepared to strip Israel of its
sovereignty over its own land.

What Do They Want?

What are the goals of the men controlling Rabin and Peres?

You can be assured, it isn't peace and an end to the Arab-Israeli
conflict. It would be safe to say that they want Israel's sovereignty
weakened or destroyed so that it will be absorbed into a greater
Middle East, subservient to a world central government based at the
UN.

In furtherance of this goal, the Oslo agreements were designed to
guarantee continued or intensified conflict between Israel and her
neighbors by adding an armed PLO element to the equation to the point
that an outside party will be forced to intervene to establish order
in the region. Conflict in a region always benefits the foreign
powerbrokers who want to intervene and manipulate the affairs of
countries.

The men behind Peres in the Vatican (which may also include the U.S.
based New World Order crowd or it may be a different set of European
powerbrokers) want to gain control of Jerusalem in order to herald in
a "Messianic Age" under their control beginning in the year 2000.

The sad fact of all of this is that so many observers of the Middle
East peace process have been fooled into thinking that Arafat has
changed, that Rabin and Peres are Israel's generals of peace, or that
forcing Israeli troops from strategic hilltops will bring an end to
violence in the region. The Middle East has been the playground of the
world's powerbrokers since oil became an issue for them. It has been
that way ever since.

Why then, should it be any different now?
