          The Surveilliance System In US
         --------------------------------------------
(Part I--Revise)

    As early as 1970, Zbigniew Brzezinski, later National Security Advisor
to President Jimmy Carter, predicated a "more  controlled and directed 
soiciety" would gradually appear. (see page 200 on "Angels Don't P;ay 
The HARRP)

    In August 1971, there is a general efficiency surveillance security 
system program proposal submitted to the President Nixon.  It proposed to 
"wire" every "house", "car", and "boat" in America.  The plan included a 
blueprint for a government- operated propaganda system via a TV network 
that would have linked every state, city, and home.
  (See page 181 on the"Uncloaking the CIA")

      Although this program wasn't accepted At that time.  It did prove that
 they did have this plan and should have the technology to accomplish it for 
a long time.   How could they propose to "wire" every house, car and boat 
in American?  It must use the radio wave or low radiation wave to network 
these objects (house, car, boat, etc.), otherwise, they cannot achieve 
this goal.  This program has proven that these security officers have the 
technology to use the low radiation wave or radio wave to "wire" the 
house, car, boat, etc. (via a TV network that would have linked every 
city, state, home) since 1971.

 In 1980, they have the real chance to build this kind of system because 
the Senate passed a Bill which allow this kind of covert operations.  I 
belive that they should have built it for a long time.  Escipeally, they can 
easily achieve this objective with current scientific technologies after 
they already have the know-how of  "remote watching",  non-lethal weapon, 
and EMR mind machine.

      In 1980, the US Senate passed the Intelligence Oversight Act of 1980.
This Bill include estabilishing no standars for covert operations or 
employment of academics, clergymen or journalists as spies or informers 
and npopewnalty for the public disclosure of agents working for the US.
   (See page 73 on "CIA"-by Brian Freemantle) 

    The above Bill already prove that the Intelligence Agencies were 
allowed to build the entire nation survelliance system ( as the general 
efficiency surveilliance system plan of the former President Nixon) if they 
could operate it covertly (What a coincidence, the GWEN system also has 
begun to be built since 1980.  A tower of this system can prove [emit]
VLF to 360 cycle degree in 250- 300 miles distances).
    
So if they had built the surveilliance system in US then what it should be? 
 
In my own opinion, this surveilliance system should include the " Remote 
Watching Technique", and the emitters of invisible (sound or Radiation) 
waves weapon (so called Nonlethal weapon), or even emitters of EMR mind 
machine.  furthermore, the above technologies all use the electromagbetic 
wave or low radiation wave. 

 The EMR mind machine system also includes a "remote watching" equipment 
and the microwave radiation weapon (Nonlethal weapon).
 
 So we could also call this surveilliance system as EMR MIND MACHINE 
SURVEILLIANCE SYSTEM. 

 What is the "remote watching"? 

 There are some radar can find a fly a kilometter away or track a 
human at twenty-five miles.
( see page 319 on "The Body Electric" 1985 by Robert Becker).
  This "remote watching" equipment uses such kind of advanced radar 
emits radiation waves that will penetrate concrete or wall to find and 
locates the subject accurately with surgical precision no matter day or night. 

  This "remote watching" equipment is a secret technology of the 
intelligence agency.  A company known as PSI-TECH specializes in this 
technology.  It is discussed in an article written by Armen Victorian 
(The article appeared in Great Britain's magazine, "LOBSTER", in June of 
1993.  This magazine specializes in the reporting matters dealing with 
intelligence agencies and conpiracies).  

  The PSI-TECH had used the "remote viewing" to locate Saddam's scud 
missiles sites for US government during the Gulf War and assisted FBI to 
locate a kidnapped Exxon executive.   They even can find a object from other 
country or locate kidnapped people in the hidden place.  This proves that 
this kind technology of "remote watching" to locate a subject in a building, 
is not a problem to them.

  Currently (12/3/95), the HEAD-LINE news report that the "Remote 
Viewing" technique of CIA is only related with telepathy.   
              
   To avoid this news will confuse (or even mis-lead) our readers, I would 
like to express my own opinion to it.
    
   The very first thing, I hope our readers to read the above report from 
the Mrs. Janet Morris & my comments carefully. 
 
  According the" Head-line news" report, this "Remote Viewing"technique only
relate with the telepathy.    
 Well,I cannot believe it.
 Why ?
I would like to explain it to you as below:
According to Mrs. Janet Morris report, this technique had been used to 
find the Suddam's scud missiles sites in Gulf War.
  We all know that the Suddam's scud missiles sites are not installed in 
a fixed position.  That's why the US Air forces cannot destroy it.  If it 
stays at a fixed possition then US spy satellite will locate these 
locations accuractely.  Then there is no problem to destroy it.
  So the problem is that the Scud missiles sites are moveable and always 
change their positions to avoid attacking from US Air Forces. ( These 
Scud missiles sites will be moved & hiden when US Air Forces are in air to 
attack it.)
  The psychic might really has the ability to locate anything in a fixed 
position, but how could s/he can locate a moving object ?  That's because 
these Scud missiles sites positions are always changed and will be moved 
to a safe place before use it.   Does the psychic can only stay in 
CIA building then forcast the appeared locations of these scud missiles?   
  I don't think so.  Even the psychic can do it.   However, when 
US  Air Forces fly in the air, the suddam's radar warning system will cause
their soldier to move these missiles sites into a safe place to hide. 
So the US Air Forces still cannot find the objects.
   Only the PSI-TECH company should has the special technique in searching
 (such as using accuracy radar waves) to track the object then the
moving object cannot avoid to be found.
  
  So if the "Remote Viewing" is only related with the telephay, then I 
disagree with it which can locate the Saddam's Scud missiles sites. 
  Then the PSI-TECH should have other project which has the special 
searching technique. ( We should thank this report which prove this 
PSI-TECH company belong to CIA).   Also we watch the name of this 
PSI-TECH company.   It use the "HIGH-TECH" word to introduce the company's
specialty but not use the "telepathy" to introduce its-self.    So 
obviously, this "remote viewing" should relate with a kind of high 
technique but not telepathy.  I suspect that the news report was mis-led 
by CIA.   So that people won't worry about the remote viewing which might 
be used to invade peoiple's privacy.

    On the other hand,if the head-line report said that the telepathy is 
one of their research projects of "Remote Viewing", then I could accept it.   
 (It means the Remote Viewing should incude telepathy and other techniques 
whhich can use the scientific technique to search the hiden object or a 
subject.)

 Right now, let's review the above cases which had been reported in the 
" Microwaves harassment & mind-control experimentation".   (See page 8, 9 on 
electronic survilliance project- Author Julianne Mckinney  December 1992)

   One dividual (driven to extremes of stress by ongoing electronic 
harassment focusing on her children) killed one child in an effort to 
protect her from further pain (at their home).

   Another individual, during a telephone conversation, was told by an 
employee of a local power company that , if she value the lives of her 
children, she would  drop the her opposition to the company's 
installation of high power lines.  Since receiving that threat, the 
invidual 11-wear-old daughter has been reduced to extrrement of illness 
which cannot be diagnosed.    It's now also apparent to this invidual 
that her three-year-old son is on the receiving end of externally 
induced auditory input. (DoE figures prominently in this case.)

    The above informations proved that no place is safe when you live 
under the society with the threat of so called "Nonlethal weapon".   
So even when the children of the victims familiese living at home or 
satying at the hospital, they cannot avoid being hurt by the remotely 
controlled, invisible radiation of the "non-lethal" weapons.

The parents cannot do anything to protect their children.  One individual 
ended up killing one of her child to protect the child from further pains.

 According to above information, these victims of "Microwaves Harassment 
& Mind Control Experimentation" are tortured by microwaves weapon (or 
Nonlethal weapon) at home and Hospital.

 How could the nonlethal weapon users can torture these victims in the above 
cases?
  
  Does they need a psychic stay in CIA building to forcast these victims' 
location in victim's home and in a Hospital?
 
  No! absolutely not! and nobdy will believe it. (Also these cases aren't 
related with CIA).

  This kind situation only prove that the "invisible (sound or 
radiation) wave weapon" have been used in conjuction with the 
survilliance system & network through the whole nation.

    So the " invisible wave Weapon" abusers can focus rediation waves to 
hurt any people anywhere.  ( Then, the Nonlethal weapon used in our current 
society cannot be called "non-lethal."  Instead, it should change its 
name to the "most dangerous, criminal and muderous weapons")
 
   This survilliance system should includes a "remote watching" equipment. 
  This "remote watching" equipment uses a kind of advanced radar and

report (only relate with telepathy),then the "Remote Watching" is exactly 
different thing with it.   
   Also the PSI-TECH company should own the other project which include 
using the accuracy radar waves technique to searching the subject or a 
object. 
  That's why they can locate the scud missiles sites in Gulf War.  And that's
why the Nonlethal weapon abusers can locate the victims' place at home 
or in hospital accurately.( See above report of Julianne Mckinney)
  
 According to the original author of "Remote Viewing"- Mrs. Armen Victorian 
report, the PSI company hire the former intelligence of CIA and the 
expert of microwaves scirentist.  So I deduce the only way which can 
explain the existed facts is as below:
  
  They use the accuracy radar wave (the low radiation wave such as the 
microwave) which can penetrate wall, brick to find the subject or locate 
a object accuractely then can use the invisible (sound or radiation) 
weapon to torture these victims ( which can explain the above victims' cases).

  So I want to emphasize that the technique as above "Remote Watching" is 
indeed exist in the EMR mind machine system.
  However they might try to hide this "remote Watching" technique or have 
other project name to call it.
   
  Now, I would like to show you another information about electrical 
survilliance system which is a type of implantable/injectable micro/Bio-chip.

              The Advanced Surveilliance System in US

   According to my interview to mind control victims, the report of 
"Microwave Harassment & Mind Control Experimentation", the personal injury 
experience of Julianne Mckinny, these cases or victims' report show that 
any part of victims' body can be remotely attacked by machine operators 
absolutely.

  So what is the reality of current surveillianvce system which can offer 
the mind machine operators to watch the victims so clearly and shoot 
their invisible wave weapon on victims' body so accurately? 

Comparing with above information with my own few experinnces of being 
attacked, I would describe it below to the best of my knowledge.

I have reported the "remote watching" system in previous article, however, I 
would like to further clarify it now.
I use the "remote watching" instead of "remote viewing" to explain 
this technology because recently the "remote viewing" concept has been 
misled.

  The PSI-TECH had used the "remote viewing" to locate Saddam's 
scud missiles sites for US government during the Gulf War and assisted 
FBI to locate a kidnapped Exxon executive.   They even can find a object 
from other country or locate kidnapped people in the hidden place.  This 
proves that this kind technology of "remote watching" to locate a subject 
in a building, is not a problem to them. (Please see detail on my 
previous article)  
  
 After the crash of TWA flight 800 near Long Island, the news media
reported on the security system installed in airports. On World News
Tonigth with Peter Jenning broadcast on 7/22/96, it was reported that some
airport security officers now utilize low electromagnetic radiation device
to check people for weapons.  The shape of the passenger's body would be
shown on the computer terminal screen.  If there's a weapon hidden on the
passenger, the weapon would also be shown on the screen.  It can be
distinquish from parts of human body because of its shape and it would be
in darker color on the screen).

The device shown on World News Tonight shows that low level radiation can 
be used to surveillant people because it can be used to display people's 
bodies on computer terminal.  Furthermore, I believe that such kind of 
devices should have been used with state of art technologies.  This would 
enable the user to see the target on the computer screen very clearly 
(much like photograph created by the light reflected off people's skins 
onto the film).  The low level radiation security device used in airport 
should be far behind the tchonlogies used by the mind control system. 
Otherwise such kinds of system won't let our general public to know.

The previous article (Part One) has reported that a micro-chips also use 
the low radio wave to track animinal and people.  It does prove that the 
low radiation wave is indeed the technology of current surveilliance system. 
  
So, if our residential area is irradiated with such kind of low level 
radiation, then the operators in the central mind machine station can 
"remote watch" anyone (no matter if the person was at home or in public 
building) on the computer terminals in the central machine station.

Do you know our residential area have been irradiate with the low 
radiation wave for many years?

Why?

The GWEN (Ground-Wave Emergency Network) system was built in 1980 (It is at
the same year while the US Senate passed the Intelligence Oversight Act of 
1980)) and can emit the VLF or low radiation wave which could be used in the 
surveilliance system (it could be used to emit the same type of radiation 
emit by those security devices used in airport).

This system not only emitted the VLF which can effect the behavior of human 
brain but also can carry LFS (low frequency sound wave or infrasound).
   
So, the GWEN system has many different functions although the government 
states that it is mainly used as a communation system for time of war.

The Ground Wave Emergency Network (GWEN) was begun in the 1980's by the
U.S. Government. The system was allegedly designed for the purpose of
maintaining defense communications in case of a nuclear war. However,
the entire network is highly vulnerable to destruction from an
electromagnetic pulse (EMP) generated by a high-altitude nuclear
explosion, according to Dr. Robert O. Becker, M.D., (co-author of THE
BODY ELECTRIC and author of CROSSCURRENTS: THE PERILS OF ELECTROPOLLUTION).

The GWEN towers transmit electromagnetic waves in the VLF range between
150 and 175 Khz. Dr. Becker reported, "The VLF range was selected because
its signals travel by means of ground waves--electromagnetic fields that
hug the ground--rather than radiating into the atmosphere. The signals
drop off with distance, and a single GWEN station transmits to a
360-degree circle radiating out from it to a distance of about 250 to 300
miles."

Research revealed that there is a natural wave guide between the
ionosphere and the earth which could be used to propagate very-
low-frequency radiation and guide it to selected locations on the earth.
Studies showed that low-frequency sound subtly affected the electrical
behavior of the brain."

"The alpha-wave frequency of the human brain is eight to twelve hertz
(cycles per second). The ionospheric wave guide oscillates at eight
hertz, making it a good harmonic carrier of low-frequency sound (LFS)
waves(infrasound). These are such long waves that they are virtually 
impossible to
detect. Pentagon reports apply LFS to DEMOBILIZING THE PRODUCTIVE
CAPACITY OF A CIVILIAN POPULATION in time of war."

According to above report, you can find that this kind of system actually 
has many different functions.
When the low radiation wave are emitted from the emitter tower and hover 
above the Earth, so these low radiation waves can also hover above the 
basement of your home.

These low radiation waves will be presented constantly in residential area 
(from the air to the basement of your house) or public building.  
Therefore, the operators of local mind machine central station can 
"remote watch" anyone and invade people's privacy (at home or in office) 
on the operators' terminal screen.

How?
   
These kind of low radiation wave can be turned into DC power by 
technology similar to that described in the below patent.  Therefore, the 
operators can use eletromagnetic waves to activate electronic devices and 
network into building and people's homes.  Using this method, it would be 
able to power invisible wave weapons to injure the target and power 
electronic parts to surveillant people wirelessly.

According to this patent, the pesent invention relates in general to the 
transfer of energy by means of electromagnetic waves to power a remote 
device.

This idea is to convert microwaves to DC power, which can be done very 
effeciently and cost effectively with the right kind of transmission 
system capable of focusing the power into a narrow beam.

Using technologies similar to described in the above patent, the mind 
control operators would be able to remotely activate device installed in 
buildings or people's homes (some electronic parts in buildings should 
have been designed to incorporate new functions while still preserving 
their original functions).  These device can be remotely control as emitter 
for invisible wave weapons (of electromagnetic waves).

Therefore, the operators can use microwave (wireless) network the wire of 
any building and enter people's home (or building) to spy people's 
privacy & can remotely emit the invisible wave weapon to injure people.

How to spy people's privacy at home (or in office)?

When people live near the GWEN emitter station (each emitter station can 
cover area with 300 miles radius from 500 feet high in air), the low 
radiation wave would be continously present in public building (even 
the Empire Building) or people's home and everywhere within that 300 miles 
radius.

Also some special electric parts should have been designed as new 
electric parts, so these parts keep the old parts' function but also can be 
used to react a small (distance) area (as any room) low radiation wave 
situation.

Thus, the operators can remotely control the electromagnetic wave 
(wireless) to network the wires of people's home (or building) and 
connect the special electric parts to spy the resident people's privacy 
(in any room) with these low radiation wave which is emitting on living 
enviorment by GWEN system (the operators only need to watch the screen 
in the local mind machine central station and the watching ability will 
be better in airport). 
I believe that this is the correct explanation of "remote watching." 

I would remind you the cases which was reported in "Microwave Harassment & 
Mind Control Experimentation" by Jullianne McKinney to prove what I say is 
true.

   Another individual, during a telephone conversation, was told by an 
employee of a local power company that , if she value the lives of her 
children, she would  drop the her opposition to the company's installation 
of high power lines.  Since receiving that threat, the individual 
11-year-old daughter has been reduced to extrrement of illness which cannot 
be diagnosed.  It's now also apparent to this invidual that her 
three-year-old son is on the receiving end of externally induced 
auditory input. (DoE figures prominently in this case.)

I would like to emphasize some important point for those readers who think 
that the above examples are unusual cases and other people would not be 
subjected to similar harassment.

The two families in this example are average law abiding citizens and 
living in their own home.  Even under such kind circumstances, these 
members of these two families cannot avoid of being spied on.  So, the 
children of these two families cannot avoid being attacked and harm by 
remotely controlled invisible wave weapons (even in the security of 
their own home or staying at hospitals). 

It proves the invisible wave weapon has been used in conjuction with 
the surveilliance system.  Also, both systems can track or attack any of 
the member of these two families with incredible accuracy.  From these 
cases, we know that anyone of us can be also injured or examined in our 
own home or any public building (including cars -- I would emphsize it).

The above information (two cases) also proves that no place is safe for 
anyone when you live under the surveilliance & manipulation lives system of 
mind control (Include the invisible sound or radiation wave weapon & 
mind machine surveilliance system).

Some female victims had reported that they were attack in the urethra 
region at home.   According to above information, I deduce that they are 
telling truth.  These information prove that the state of art of 
technologies of mind control should have involved the corrupted 
govrernmental officers.  That's how they have access to such incredible 
technologies (targeting).  Also that's why the local law enforcement 
unit can be the basic unit of mind control.  This also prove that mind 
(machine) control system is the national security system of US (and lots 
free countries).

Also this technology can explain that why the "PSI-TECH" company can (using 
such kind of surveilliance sysytem--remote watching) asist FBI to find 
the accuracy location of the kidnapped Exxon excutive.
That's because they can (use this technology) freely invade any suspected 
building to search anyone who they need.  The case of searching the 
location of kidnapped Exxon excutive has proven that this surveilliance 
technology can watch (or identify) people's face very clearly.  Therefore, 
they won't make a mistake or find a wrong guy (they need the "PSI-TECH" 
company to help because some of the GWEN system in some states are built 
until 1990).
And that why these security officers always proudly say that-- You might can 
run but never can hide.
Even worse, you might not allow to run because they can use the 
electromagnetic pulses to disable your vehicles or even failure the 
engine of your cars. 
Therefore, the freedom and liberty of general public can be secretly taken 
away in anytime.

How could the invisible wave weapon can be used to injured people from any 
angle?  
I would further clearfy it with my own opinion below.

I have stated on above, this GWEN system can also generate the VLF, low 
radiation waves and carry infrasound.

These low radiation wave or VLF has been irradiated on the residential area 
from the GWEN system.  These invisible wave are continuously present in 
people's house or building from the air through the ground.   These 
invisible wave are also electromagnetic wave.  According to the "power 
beaming system" patent, a remote device can turn these  electromagnetic 
radiation into DC currents to operate.

Furthermore, I have stated that some old style electric parts of building 
(or home) should have been re-designed as new parts which will keep the 
old parts function but can also be used as the emitters.

Therefore, the mind control operators can use the microwave (wirelessly) 
to network into people's home and use a remote device to trun into DC power.
This DC power would be used to power the emitters (power to 
the new designed parts) to beam invisible wave and injure people from any 
angle (from the air to the ground).

That's because not only the new designed electric parts has been 
installed in each different angle in building, but the eletromagnetic 
wave (energy) is continous present in resident area (from the air to the 
people's basement). 

So the operators can use the remote device to turn the energy into 
DC power to emitters.   Therefore, the operators can remotely emit many 
kinds of invisible (radiation or sound) wave weapon from the emitters to 
injure people (such as emite the infrasound from the button of the bed 
while people are sleeping or emit the chronal gun from the air to remote 
control the activation of people's organism [on head] while they are 
standing).

How could the operators injure people in cars?

It is the same idea.  Few parts of the vehicle have been re-designed to
keep the old parts' function but also can be used as the emitters.
Where are these special parts?
According to victims' report & my own experiences, I would describe it 
below with my best knowledge.

There is the emitter of microwave emitter in the axis of steering wheel.
This emitter can send the microwave voice to driver or beam lots 
microwave radiation to force the driver falling into asleep to cause the

human with the "low radiatoion wave device (micro-chips)" is not a problem. 

    Also comparing with my experiences in Taiwan, there are central control 
stations that coordinate the use of the machine in major cities of 
Taiwan.  These control stations are connected to sensors in the 
streets.  So, they can track the flow of traffic or any car anywhere within 
the city.  If Taiwan has this type of machine control stations, United 
States should have the similiar control centers.  I suspect that these 
station might use the "remote viewing" technology to locate anyone 
they're tracking on.

I would like to use the cases of above "Microwave Harassment & 
Mind Control Experimentation" as the evidences to prove what I said are true.

   The above informations also proves that none place is safe when you 
live under the EMR mind machine survilliance system.   So even the above 
children of average families who lives at home or even stay at hospital, the
children still can't avoid to be hurt by the remotely control invisible 
mocrowaves weapon (or direct energy weapon) if the mind machine operators 
wanted to.

   These parents can do nothing to help their children or protect from 
pains, one grieving mother killed one of her child to protect child from 
further suffering.   This kind situation only proves that the EMR mind 
machine survilliance system have already been established & network 
whole nation.   Also the invisible radiation waves weapon can 
remotely control the emitters then focus waves to hurt anyone in any 
where.    

   Comparing the above cases with the Senate Intelligence Oversight 
Action of 1980, they should have build the surveilliance system in entire 
nation for a long time.

 Then the emitters of nonlethal weapon should have been installed in all 
public buildings, such as shopping centers, schools, supermarkets, bank, 
airports, etc, also include the vehicles.   (The vehicles also include 
the emitters of mind machine to read driver thoughts.  The main intersection of

street, the shoulder of highway might have installed the electrical  
receiver.)   Not only the law abiding citizens will be totally under their 
surveilliance (wherever they go or stay), but also they will be threatened by
the operators with the invisible (sound or radiation) wave weapon.
  
   That's why they so serious to deal with any security leak.
  Some of them also already abuse their Mind machine surveilliance 
system & invisible wave weapon to pursuit personal interest or unlesh
personal anger.   The above cases of children being hurt with the invisible 
waves weapon are the obviously abusing weapon examples of the operators

Not only will they read your thoughts, but they will also harm your body 
with their invisible waves weapon.  By doing so, they can manipulate

According to above information, this mind control surveilliance system
should be the National Security sytem of US and should be built in 1980.

To avoid the security leak, they hire a lot of career operators as the 
professional assassin to get rid of those awared people with the

The President of the United States of America is the highest office of 
the executive branch of America, this officer does not have the power to 
order execution.  I would like to ask, who granted these corrupted
