RE: Freedom of Information Act (FOIA) Request
This is a noncommercial Freedom of Information Act request,
pursuant to the Freedom of Information Act, 5 U.S.C. 522, and
the Electronic Freedom of Information Improvement Act of 1994.
I request a complete and thorough search of all filing systems and
locations for all records maintained by your committee pertaining to
and/or captioned: Swore testimony made on March 15, 1995, in
Washington, D.C. before your Committee on Human Radiation
Experiments by Dr. Valerie Wolf, Mrs. Chris De Nicola, and Mrs.
Claudia Mullin pertaining to illegal radiation and mind-control
experiments on "children" performed by the Central Intelligence
Agency (CIA).
This request specifically includes where appropriate "main" files
and "see references," including but not limited to numbered and
lettered sub files and control files. I request that all records be
produced with the administrative pages. I wish to be sent copies of
"see reference" cards, abstracts, search slips, including search
slips used to process this request, file covers, multiple copies of
the same documents if they appear in a file, tapes of any electronic
surveillance, photographs, and logs of physical surveillance,
and records filed in conjunction with these sworn testimonies.
Please place missing documents on "special locate."
I wish to make it clear that I want all records in your office
"identifible with my request," even though reports on those records
have been sent to other agencies and even though there may be
duplication between the two sets of files. I do not want just
"interim" documents. I want all documents as they appear in the "main"
files and "see references" of all units of your committee.
This is a noncommercial request under the Freedom of Information and
Privacy Acts. I have attached a sheet setting out my application
for a fee waiver of any fees in excess of those which are provided
free because of my category.
My category for fee and fee waiver purposes is as a non-commercial
requester (group or person); 2 hours free search and 100 free pages.
If documents are denied in whole or in part, please specify which
exemption(s) is (are) claimed for each passage or whole document
denied. Give the number of pages in each document and the total
number of pages pertaining to this request and the dates of
documents withheld. I request that excised material be "blacked
out" rather than "whited out" or cut out and that the remaining
non-exempt portions of documents be released as provided under the
Freedom of Information Act. Please send a memo (with a copy or
copies to me) to the appropriate unit(s) in your office to assure
that no records related to this request are destroyed. Please
advise of any destruction of records and include the date of and
authority for such destruction. As I expect to appeal any denials,
please specify the office and address to which an appeal should be
directed. For classified material that is denied, please include
the following information:
- any special handling requirements, such as LIMDIS (Limited
Dissemination).
- identity of the classifier.
- date or event for automatic declassification, classification
review, or downgrading of classification level.
- if applicable, the reason for extended classification.
I expect a response to this request within ten (10) working days, as
provided for in the Freedom of Information Act.

Application fr Fee Waiver for Freedom of Information Act Request:
To assist your office in making a determination in my fee waiver,
I have provided the following factors in regards to my request:
1. Your Committee was presented with "SWORN" testimony on
March 15, 1995, yet these testimonies were never made available
to the public. Release of requested document would show the results
of the testimonies and what, if any, investigation(s) followed.
2. Release of requested document would contribute to the public's
understanding why and how the CIA could have been allow to perform
such "atrocities", which not only violated these people's "human"
rights, but also their "civil" rights!
3. Release of requested document is of no personal or commercial
benefit to me.
4. Qualifications and methods to disseminate the information to
the general public:
a. I run a public Bulletin Board System (BBS) in Phoenix, AZ.

My BBS is dedicated in finding out the "TRUTH" concerning
U.S. Government involvement/cover-ups.
b. Results of all FOIA requests pertaining to U.S. Government
involvement/cover-ups are forwarded not only through the
GTPN, but I also post the results on other Networks and
copies are posted on the InterNet.
5. Release of requested document will broaden the public's
understand of why and how the U.S. "Federal Government" allowed the
CIA to perform these "atrocities" and what steps they are doing so it
"NEVER" happens again!
