Wonder if the ex-Orange County cop/rapist, mentioned in the other article as 
having "moved to the East Coast", has gotten a new cop job in NJ.....

A bill (A-2883) virtually written by police unions in NJ has moved
out of committee with changes.  Below is the initial posting on
the NJ Senate version of this bill of 11/10/95.  NJ Criminal
Justice Dir. Terrance Farley criticized the part of the bill that
allowed retired cops under age 70 to carry handguns.  He also
opposed the provision in the omnibus law package allowing cops to
engage in political activity, saying it would be a conflict of
interest for them since they are supposed to root out political
corruption.  Farley also criticized giving state and human services
cops statewide police powers.

The bill had been approved in the Assembly by the Judiciary, Law
& Public Safety Committee with 2 amendments in January.  Farley
ended up in a closed (probably smoke filled) room with Rose Marie
Heck, (R-Bergen) a chief sponsor of the bill.  They emerged on
friendly terms vowing to reach a compromise.  (Star Ledger,

The Senate Law & Public Safety Committee has approved an omnibus
pro-cop bill, the so-called "Law Enforcement Officers Protection
Act." It would protect cops from damage lawsuits resulting from
weapons discharge, motor vehicle chases, emergency medical care or
"other" action if the cop acted in "good faith."  It also allows
retired officers to carry concealed weapons and mandates that
police departments follow internal affairs guidelines defined by
the State Attorney General's Office in 1992.  The bill also
provides reimbursement of legal costs in defending against lawsuits
and immediate expungement of deparment or criminal charges once
they are found not guilty of acting improperly.  Also, HIV testing
will be mandatesd whenever bodily fluids might have been
transmitted from what the Star Ledger called an "accused criminal,"
(even though the individual should be referred to as a "suspect"
until proven guilty).  The Star Ledger used the example of a
suspect biting an officer when such transmission might occur. 
Another example would be when an officer beats a suspect causing
massive bleeding.  The Senate Bill (S-2109) and its Assembly
version (A-2883) have been pushed by the Fraternal Order of Police.
