 ANTI-RAPE DEVICE TO SLICE OFF MANHOOD
 Doc unveils blade weapon

 A RETIRED doctor has devised a tampon with teeth which can amputate a
 rapist's penis. The plastic tube contains a blade which springs into
 action if the device is triggered. Former anaesthetist Jaap Haumann,
 72, invented the frightening device for women in South Africa, the
 rape capital of the world. Yesterday, he said: "When penetration
 takes place, the point of the rapist's penis will touch the section
 containing the blade and the penis, or at least a part of it, is
 sliced off. "I believe would-be rapists would think twice before
 attacking a woman." A hard cylindrical plastic core contains the
 spring blade. But it is covered by soft material, like a real tampon,
 which is inserted normally. Dr Haumann said the danger of HIV
 infection from semen was high. He added: "The chances of being
 infected by blood from the rapist are less than they would otherwise
 have been. "South Africa has one of the highest incidences of rape in
 the world. "It's clear to me that rape has a devastating impact on the
 lives of women." The device is still in the design stage, but Dr
 Haumann insisted a woman using it would not be damaged internally. He
 said: "I estimate at least a million South African women would wear
 it." Figures show that a woman is raped every 26 seconds in South
 Africa. Each year around 50,000 cases are reported in the troubled
 nation. And a disturbingly high proportion are gang rapes. But the
 South African Police Service say this is just the tip of the iceberg.
 Only an estimated one in 36 rapes is ever reported, which means the
 real figure could be closer to 1.8million. Partly due to the rape
 epidemic, AIDS is also highly prevalent in the country. More than
 95,000 children in South Africa are born with the disease. Earlier
 this year, South African president Nelson Mandela's successor, Thabo
 Mbeki, was condemned worldwide for figures showing that 5000 babies a
 month are born with HIV. He refused to sanction the use of the
 Nevirapine drug which has proven to be the most effective in stopping
 the virus being passed on to babies in childbirth. He also refused to
 provide anti-retroviral drugs to rape victims.
