The U.S. government is compiling was it says may be the biggest website ever 
published on the Internet-a site that will bring all the government, all the 
time, to the desktop. 

The White House predicts the site will be up and running in 90 days, said 
President Clinton in his radio address over the weekend. 

And while the White House wants Americans free access to peek into all manner 
of government activity-even places to apply for billions of dollars in 
federal grants-one UFO website-watcher is worried that the White House is 
doing too muck peeking into its site.

First, the new government site: it's address will be http://firstgov.gov 

"When it's complete, firstgov will serve as a single point of entry to one of 
the largest, perhaps the most useful, collection of Web pages in the entire 
world," Clinton said in what was billed as his first Webcast to the nation 
last Saturday. 

"Increasingly, we'll give our citizens not only the ability to send and 
receive information but also to conduct sophisticated transactions online," 
Clinton said. Americans will be able to track their Social Security benefits, 
find a fuel-efficient car, buy a home, learn how to invest wisely, check for 
flight delays and learn food safety tips, for a few examples. 

"We want to create a high-speed, high-tech, user-friendly government" for all 
of Uncle Sam's 20,000-plus sites and a half-billion documents now scattered 
around within the Administration, Clinton said. 

And, he offered a $50,000 reward to citizens, students, researchers and 
government employees who provide the most innovative idea for advancing 
e-government. (Details will be posted at http://excelgov.org.

"It will uphold the highest standards of protecting the privacy of its 
users," Clinton promised. Meanwhile, over at the UFO Network (www.UFOn.org), 
website monitors are watching an unusual number of hits to the site from the 
White House. 

"As many of you already know I have continued to watch the security issues 
regarding our UFOn.org server," said Jimmie L. Holman in a message to fellow 
UFO researchers on several web lists. 

"In times past, we have logged as many as 123 "hits" to areas of our website 
at one time from the 'White House' via 'normal conventional means' which 
typically represents what I would think, more than just 'casual browsing.' 

"There obviously appears to be in place, however, some sort of governmental 
directory and notification system. For example, immediately after (within 
minutes) of the White Houses examination of certain files on the system, 
these SAME files were immediately accessed by numerous known defense and 
intelligence contractors. Coincidence? I doubt it," said Holman. 

Even more curious, he said last week, the site's systems that issuing 
intrusion alerts, "identifying government sites attempting to 
'inappropriately' access this same system in a manner which might allow them 
inappropriate access," said the web-watcher. 

He wonders how widespread such visits might be, whether there are authorized 
government programs funding such activity, and, perhaps, whether illegal 
activity is occurring. (Or perhaps the White House is simply looking for 
hints and ideas to design a premiere Internet portal site.)
