                    The Future of the CIA

The new Director, John M. Deutch has opted not to reform the CIA but
instead has taken a number of actions to deny the past and attack the
future. He wants more covert operations, wants the Agency to gather
intelligence on nuclear proliferation, drug trafficking, terrorism,
organized crime, and especially a relatively new requirement --
economic intelligence. Deutch has the backing of the President, has
solidified support in Congress, achieved cabinet status where he can
impact on policy, won sympathy for CIA by decrying its poor morale as
a result of the Aldrich Ames disaster, and refuses to reform the CIA.

Deutch's personnel appointments demonstrate his lack of reformist
intention. In the critical role of Director of Operations, he named
David Cohen who ran domestic covert operations and before that
supported the hotly contested nomination of Robert Gates to be DCI
when Cohen was in the Intelligence Directorate. In that capacity,
Cohen was directly involved in the manipulation of intelligence in an
attempt to prove a Soviet role in the assassination attempt on the
Pope.  Now Cohen is the Director of Operations where intelligence has
always been slanted to support its operations -- the past is prologue.

The CIA closed or is closing some smaller installations in Africa and
there has been some consideration to shut unnecessary installations in
Latin America. While the budget projections seem to reflect small
decreases some influential congressmen want to increase, not decrease,
the intelligence budget.
