   WASHINGTON (AP) -- President Clinton is nominating Togo West Jr.,
a Northrop Corp. executive, to secretary of the Army.
   West is vice president in charge of government relations for
Northrop's Washington office. He was general counsel of the Navy
Department from 1977 to 1979 and later general counsel of the
Pentagon.
   Clinton, in a statement Friday, said West "knows firsthand the
challenges facing our fighting men and women."
   West was one of three lawyers appointed by the State Department
to look into the 1980 deaths of four American churchwomen in El
Salvador.
   Clinton also said he would nominate Joseph R. Reeder as
undersecretary of the Army. A one-time Pentagon attorney, Reeder has
been in private practice in Washington since 1979.
   Clinton also announced his appointment of Mary Frances Berry, a
University of Pennsylvania history professor, to head the U.S.
Commission on Civil Rights.
   A longtime member of the panel, she is the first woman appointed
to lead the commission.
   Clinton called her "a civil rights scholar as well as an
advocate." She also was a leading critic of Clinton's decision to
abandon the nomination of Lani Guinier as head of the Justice
Department's civil rights division.
   She currently is the senior member of the commission and served
as vice chair of the eight-member panel during the Carter
administration.
   Berry is a former assistant secretary for education in the former
Department of Health, Education and Welfare.
   The commission, established in 1957, evaluates federal laws,
monitors the government's equal opportunity programs and serves as a
clearinghouse for civil rights information.
