I am calling for my US Representative to launch a full investigation
of this incident.  Janet Reno has been quoted as saying that she takes
full responsibility for the plan to end the siege.  She claims to have
notified Clinton that a plan was in effect, but that she did not give
him specific details.  I would like to urge you, in your capacity of
Civil Rights Attorney, to very seriously consider pushing for a full
investigation of this incident as well as drafting legislation making
similar conspiracies involving federal officials a capital crime.
Since the cliche "power corrupts, absolute power corrupts absolutely"
is a cliche because it is so true, I see nothing short of the death
penalty curing those who are infected with this disease.  As a free
society, we can not allow this sort of activity.  Portions of the
following have previously been sent to you, but in light of further
developments, I felt it necessary to additionally comment on the
serial nature of the murders, showing additional evidence of
premeditation on the part of the conspirators.

An open request to all federal agents involved in the ongoing Branch
Davidian Incident in Waco, Texas:
This shall be liberally construed to include US Army personnel,
Judges, ATF agents and officials, FBI Agents and officials, Justice Dept
Officials, Air Traffic Controllers directing helicopters in the area,
transportation providers with knowledge of the incident, and others.
Under separate cover I shall request that national news media persons
involved turn themselves in as material
witnesses also since the FBI spokesman has repeated that someone
tipped off the Branch Davidians.  The press may well know who it was.

I hereby accuse each federal employee in any way involved in the
incident at Waco, Texas of being involved in a criminal conspiracy to
committ pre-meditated murder. I further accuse each of you of having
successfully committed first degree murder of members of the "Branch
Davidian Sect" and of federal officers engaged in executing their duty
in or near Waco, Texas, USA sometime during February
or March of 1993.  I request that each of you as individuals turn
yourself in without delay to stand trial under both federal and Texas
laws for criminal conspiracy to commit premeditated murder, violation
of the Civil Rights Act of 1968, violation of the Posse Comitas Act,
Interstate Flight to Avoid Prosecution if you have left the area in
the meantime, conspiracy to possess and actual possession of unlawful
firearms during the commission of a crim, and other charges to be named
My request is that you freely turn yourself in as individuals, not as
government employees.
You should not feel you have anything to fear by having the court
investigate these charges, and no need for an attorney to represent
you if you are innocent, as you would point out to others in your
position. I would, however, a change of venue since previous press
coverage has been such that you are unlikely to get a fair trial in
that part of the world. Perhaps there is an offshore US territory
populated by people with no access to news broadcasts and where
everyone is illiterate.  Or maybe the World Court could consider
the case since it appears to be a civil war if you were in fact acting
on behalf of the US Government, but against US citizens.
I do realize that this will be a new experience for many of you.  Just
try to remember what they taught you in the academy about the benevolent
court system and country club life the prisoners have at the expense of
the taxpayers. It should not be too difficult for you to adjust.
And...don't believe any of the stories you hear about your prison
buddies having Aids...it is quite that the stories are blown way out
of proportion....isn't it?
Another thought.  I might suggest that you seriously consider pleading
guilty to the federal charges and hoping for life imprisonment.  Texas
does still have the death penalty, but knowing how much it costs these
days to execute you, I feel it would be in the best interest of the
citizens of this country if you would serve out a life sentence instead.
I am sure that you won't mind sharing a cell with some of your former
acquaintances.

Didn't know?  You were trained weren't you?
Thought they would peacefully surrender?  How come so many of you went
   in armed?
You didn't shoot anyone?  You conspired.
You do have a Texas license to carry a conceled weapon, don't you?
Did you pay the tax on the automatic weapons you had?
Did you acquire any weapons or ammunition while in a state other than
   the state in which you reside?
Did you cross a state line carrying a firearm?
You weren't even in Texas?  You conspired Interstate?
Afraid you won't get a fair trial?  Come on...the Constitution
   guarantees it!
If you were on duty at the time you committed these acts, feel free to
add High Treason to the list of crimes I am accusing you of.
Thank you for your cooperation and don't worry.  I am just here to
help you.
You will feel much better after you get all of this guilt out of your
system and pay your debt to society.  Oh....you don't mind if we seize
all of your property to help pay expenses do you?
PS...If you are personally aware of any federal employees who were not
in any manner involved, would you kindly make their names known as the
prosecutors may wish to hold them as material witnesses.  This can only
be to your benefit as can full disclosure and cooperation at this
