According to the package I used to plant the stuff, it grows and grows
nice leaves as long as there is an adequate water supply, but when
things start to dry out they produce the flowers.  One of those odd
reproductive quirks, I guess.  Some things only reproduce when life's
easy, some only when life looks real tough.  Odd.
