Re:  ALERT-  Intervention and Aid for Women at FCI Dublin in
California.

As everyone knows, the entire BOP (Bureau of Prisons)  was
locked down last Friday, after the rebellions at Talladega,
Allenwood, etc.  After the second day of the lockdown, it was
clear that nothing was happening at Dublin (California); yet, the
lock down continued, and was finally changed to a "modified"
lockdown.  By Saturday afternoon the phones and TVs were
back on, and visits were permitted, but the lock down
continued.

On Monday morning, the women were forced to go to work, but
still under lockdown conditions.  The prisoners became angry
and began staying away from meals (a traditional form of
protest).  By Monday night everyone was completely fed up,
and at about 11:30 p.m. simultaneous trash can fires were set
in all three units.  With fire alarms everywhere and the police
running around like keystone cops, it was quite a scene.  But
within about one-half hour all the prisoners again were locked
into their cells.  This was not a riot and not a big deal.

Of course, an "investigation" was immediately begun, and
women were sent to the hole, charged with crimes such as
arson and "engaging in a group demonstration" or inciting to
riot.

There are a large number of women in the hole -- maybe as
many as 70 or more.  They might be held at Santa Rita and The
Jail, as well as the hole at Dublin.  Both Santa Rita and The Jail
are right outside the fence at Dublin.

People should call the prison immediately and let the prison
administration know that its actions are being scrutinized from
the outside.  As is always the case, there will be irregularities
and errors in the disciplinary and incident reports in spite of
the fact that this was just a clear case of the BOP having
provoked this incident by its uncalled for lockdown.  The
administration reports that it has "some evidence" that the
actions were planned as long ago as last Wednesday, when
Talladega went up; but this probably amounts to someone
sitting in a TV room just wishing out loud.  NOTHING would
have happned at Dublin without the lockdown.

By its actions, the BOP was able to organize women to move
from fear and passivity directly to action in only three days --
something that takes much, much longer under normal
conditions.

As of Tuesday, the lock down was ended, with some extra
restraints on movement.  Any attempts by the women at
Dublin to intervene in the disciplinary process have been for
naught.

Please contact the Warden, Loy Hayes, and the Associate
Warden in charge of the "investigation," Robert Edgar, at 510-
833-7500, and ask them what is going on and the status of the
disciplinary hearings.

Paul Laird, Executive Assistant to the Warden ( 510-833-7510),
has informed the Prison Law Projec of the following:

There was a general lockdown (a "less-restrictive" lockdown) on
Friday October 20th.  This was to restrict movements.  He said
there were no major incidents and no injuries.  On Monday,
October 23rd, two trash cans were set on fire.  The matter has
been investigated by the DHO, a Mr. Randy Meyers.

There are two people left in administrative detention as of
today.  People were charged with a number of different
incidents, including refusal to leave areas, refusal to go to their
rooms, "insolence" and arson.  The hearings on these charges
have been held, and those found guilty have had disciplinary
transfers, forfeit of good time, or disciplinary segregation up to
60 days.  Those found innocent have been returned to general
population.
