but I wonder why I did not receive it.  If I am mistaken, please

The following are occuring simultaneously:

1. The situation in Bosnia becomes a crisis.

2. Congress is out of town.

3. Congress is debating large changes in the structure of the foreign
   policy and State Dept. Clinton opposes and vows to veto.

4. Congress is considering changes in the War Powers Act, the current
   (ignored) law about the ability of the president to commit troops.

5. A study about options for peacekeeping in Bosnia is finished and
   released within the last few days. The study was begun by the
   Grand Wizard of the United Nations weeks ago, before the current
   Bosnia problem, which just happens to need a study on peacekeeping
   options in Bosnia.

6. The Security Council's response to the Bosnian crises will come
   with direct (and probably exclusive) reference to the wonderfully-
   timed report from the UN Fuhrer, which lays out four options.
   All reports at this time are that Security Council will choose one.
