   LANGLEY, Va. - President Clinton commended the nation's fallen
spies and their colleagues at the Central Intelligence Agency
Tuesday, saying espionage helped win the Cold War and now is
needed to guard against new evils.

   Addressing hundreds of CIA employees on his first visit to the
top-secret agency, Clinton said "the new world remains dangerous"
as threats of terrorism, ethnic conflict and militant nationalism
challenge the intelligence community.

   About 400 workers crowded the marble lobby of the agency's
headquarters; others lined hallways, watching the president's
address on TV monitors.

   The employees applauded several times as Clinton paid tribute
to their line of work at a time when some critics are questioning
the agency's role in the post-Cold War era.

   "Every morning, the president begins the day asking what
happened over night -- what do we know, how do we know it. Like
my predecessors, I have to look to the intelligence for the
answers to those questions," Clinton said.

   "In many way, you helped to win the Cold War," he said. While
some security concerns were eased with the dismantling of the
Soviet Union, Clinton warned that "even now this new world
remains dangerous and, in many ways, more complex and more
difficult to fathom."

   "We need to understand more than we do about the challenges of
ethnic conflict, militant nationalism, terrorism and the
proliferation of all kinds of weapons," Clinton said.

   Forming a backdrop for his brief remarks was an understated
marble monument honoring the CIA employees killed on duty.
Clinton said each of the 56 stars carved into the stone "reminds
us of freedom's high price."

   He told the employees: "While much of your work is sensitive
and cannot be discussed publicly, I know what you do. I value it,
and I respect you for doing it. And I wanted to come here to say
'thank you."'

   After his speech, Clinton met with CIA Director James Woolsey
and top aides for a briefing on the status of U.S. intelligence
programs and needs over the next five years.
