Subject: (fwd) State Department on Permindex (fwd)

I'm sitting here with a pile of State Department Memos and Foreign
Service Dispatches regarding Permindex on my lap. VERY interesting! One
sentence just leapt out at me, possibly because it was preceded and
followed by about the only major redacted portion I've seen so far. But
this curious sentence remained visible in the middle:

"One of the places visited was New Orleans whose International Trade Mart
is said to afford a model for PERMINDEX." (FSD to DOS, April 9, 1958).

Second one to catch my eye - mostly because of the name at the bottom -
is a Deaprtment of State "Instruction" memo on the subject of Permindex,
dated June 4, 1958. It's signed by "DULLES" but it's not clear if it
means Allen Dulles or John Foster Dulles, although I hardly imagine there
were many secrets between these two. just a quick quote: "Previously, Dr.
Nagy had called on several officials of the Department of Commerce at
different times to seek support for Permindex. He was informed at that
time that the Department is interested ina ll ventures of the type of
Permindex which seek to promote world commerce, and that appropriate
assistance in the form of publicity in Foreign Commerce Weekly would be
given to the trade mart if and when it should become an accomplished
entity. Dr. Nagy is expected to call on the Embassy at Rome to acquaint
it with Permindex and possibly to request assistance in furthering the
aims of the enterprise. The offer made earlier to Dr. Nagy is stil good
and the Embassy is requested to keep Commerce informed of progress in
this endeavor."

Here is some text from one I find rather interesting because of who else
it was cc'd to - the WSIA, the CIA, TR, Navy, Army, AIr (15 copies to the
first two - 3 and 4 to the rest). A Foreign Service Despatch [sic]:

TO      THE DEPARTMENT OF STATE, WASHINGTON        January 15, 1957

REF     Basel's D-36 of january 2, 1957

Subject: Mr. Ferenc NAGY's project of a permanent international
industrial exhibition in Basel (PERMINDEX)

The prominent position in his native Hungary occupied in the past by Mr.
Ference NAGY, the alleged initiator of the projected permanent
international industrial exhibition in Basel (PERMINDEX); the fact that
recent events in Hungary have moved the country into the limelight of
world public opinion; the circumstances in which Mr. Ferenc Nagy was
introduced to the reporting officer on November 4, 1956 (Basel's D-23 of
November 6, 1956); the reference made at a press conference in Basel on
December 28, 1956 that PERMINDEX was representing "an association of
American finance companies" (Base'ls D-36 of January 2, 1957); and,
finally, the fact that the investment banking house HANS SELIGMAN-SCHUERCH
& CO. of Basel, which appears to be closely associated with the project,
is a rather small bank of no more than second rate importance [not true -
but I'll return to that in a moment...] - all these factors combined to
prompt the Consulate to endeavor to obtain additional information
concerning the project.

However, its attempts in this direction have been only partially
successful to date, mainly because of the fact that both Mr. Ferenc Nagy
and Mr. Seligman, while appearing outwardly willing to cooperate, in
reality turned out to be most cautious not to divulge the identity of the
individuals or firms - American, Swiss or other - who are financing the
project. In fact, in an interview with these gentlemen in the Consulate
on January 9, 1957, they went as far as to deny the very existence of any
"financial group" in the United States which was financing the PERMIDEX
project, maintaining that while a number of Americans were ready to
invest in the PERMIDEX, they did not belong to any special "group", nor
were they represented by any bank. In any case, the Consulate's visitors
declared on this occasion that according to their estimates, no more than
15 percent of the captial sotck of PERMIDEX will be bought by Americans;
the rest, they indicated, is expected to be forthcoming predominatly from
Swill sources.

However, contrary to their denials it was reliably learned in confidence
through the Consulate's other contacts in Basel that the principal
financial source of the PERMIDEX in the Unite States is what was referred
to as "the Schroder Bank in New York", meaning undoubtedly the J. Henry
Schroder Banking Corporation or possibly its subsidiary, the Schroder
Trust Company, both of 57 Broadway, New York.

In view of the considerable size of the project, the importance ascribed
to it by the local authorities, and the widespread belief that it is
financed largely by American interests, it would be appreciated if the
Department could furnish the Consulate with any available information on
the activities of the initiators of PERMINDEX in the United States and on
their business reputations therein.

What's interesting about this is that, as DiEugenio pointed out in his
book DESTINY BETRAYED, right after this despatch a second despatch was
issued on February 1, 1957 in which the Basel consulate is trying to
downplay the role of the Schroder Banking corp - indicating that maybe
the mention was as a banking reference, as opposed to an actual backer of
PERMINDEX. In a note on page 371, DiEugenio explains:

"Nagy's slip and Schroder's quick denial should have flagged the
attention of anyone privy both to the machinations of the CAI and to the
career of Allen Dulles. When Dulles's law firm - Sullivan and Cromwell -
was still dealing with the Nazis in the late 1930s, the bank he used was
Schroder's (see Higham, p. 22). When Dulles became DCI, the same bank was
a repository of a $50 million contingency fund he controlled. Schorder
was a welcome conduit because his bank benefitted from the CIA coups in
Iran (1953) and Guatemala (1954) (See Hinckle and Turner, p. 79)."

Now - as for that other bank of 'no more than second rate importance',
HANS SELIGMAN-SCHUERCH & CO. [sic], the State Department memo/FSD dated
2/1/57 had this to say:

The reputation of the bank HANS SELIGMAN-SCHURCH & CO. of Basel is
likewise not first class. Information concerning its activities during
the war, for which it was placed on the American Proclaimed List and the
British Statutory List, was submitted by the Consulate in its letter
dated November 25, 1942 to the American Commercial Attache in Bern (Mr.
Daniel J. Reagen), and in letters dated December 22 and 24, 1942 to the
American Minister in Bern (concerning the "Spanish Refugee Trust").
Additional information concerning the activities of the bank will be
found also in the Consulate's "Report on Dr. Alexander Hochberg-Wolff, in
Connection with the Proclaimed List of Certain Blocked Nationals" dated
December 23, 1942, submitted to the American Legation in Bern. All these
comunications were forwarded in quadruplicate with an extra copy for the
Department, and bore the file number 711.2."

The American Procalimed List was the list of enterprises doing business
with the enemy. Of course, our enemy in WWII were the Nazis. In other
words, the HANS SELIGMAN-SCHURCH & CO. bank was trading with the Nazis,
and funding PERMINDEX.

And Clay Shaw was an officer of such.
