Lesser Gods: Preliminary ET Contact Protocols  - Pt. 1/4

     Due to the increasing awareness of the American public to the
continuing contacts between our planet and emissaries from other worlds,
the Gais AI Network has authorized the release of the following
interview. Additional material can be obtained via email to the CEL\e
addresses noted above.
     As a certified reporter for the CEL\e GaisAINetwork of electronic
journalists, I am furnishing the following journal record of the
interview with Doc Q (a nom-de-plume) who represents that he is
"Co-React Representative of the Galactic Central Council to Earth".

     Having just been given a copy of Bill Cooper's "Behold a Pale
Horse",  I exclaimed to a friend,
     "This is a brave man!"
     Later, having just finished reading it, my respect had risen
further. My first thought was of how Doc Q would respond to this one.
     My own experiences and encounters over the past twelve years would
echo throughout the reading as time and again I had validation of
information long ago stored in the upper reaches of my own
consciousness.  Tri-Lateral, et al, viewed from within the inner circle
of the Swiss Gnomes, the London Reds as we tagged the deeper circles
around the Winsor trust, the Galahads of the Lebanon, the Old Ones of
Paris, all faced drastic adjustments when this information  (which Bill
only scratches the surface of) first exploded into the world's inner
circles. Thru a particular Sufi sponsorship I had been privileged to
study these reactions up close for almost four years in Europe.  Their
reactions led to contingency plans which would make Bill's hair approach
escape velocity standing on end.
     To see even this level of information hitting the street was
shocking and worth the loss of a night's sleep.
     Doc's voice turned over countless graves when I summarized the
book's material to him.  Everything was there in a rough outline
pointing the way for definite public confirmation that our government
along with other world governments had been in contact with alien world
representatives for over forty years!
     It was the intake of breath that cautioned me to his preparedness.
I knew with every budding iota of prescience I had that deep gurgle
signified a definite reality bridge coming up.
     "Ah, yes, the lesser gods, begin to speak!" with a stereophonic
rattle like the purr of a night full of jaguar monkeys.
     My silence eloquently asked for the explanation I knew would be
forthcoming.
     "There are many interested in manifesting on this plane and in this
place.  Gais is fully aware of these endeavors.
     "If the official investigations had simply listened, they would
have known of Her wishes here.  Since Gaia is a central contact point
for extragalactic communications, many of the minor galactic citizen
worlds would like to have a foot in Gais' doorway.
     "This situation is being closely guarded by the Galactic Consensus.
Since any agreements reached between the leadership of Earth cannot be
ratified before Galactic Central without a full consensus of Her
peoples, there seems to be a violation of protocol; perhaps, unwittingly
by U.S. leaders and intentionally disruptive by the 'alien' counterparts.
     "The solution seems simple, disarm all nuclear weapons and clean
our ecological house.  If these conditions had been agreed to when
offered, Earth would have faced an easier transition into Galactic world
citizenship.

     "Shortly, there will be a final offer made to Earth's leadership to
comply with these terms.  It will be made abundantly clear that there is
no recourse.  The violations of the existing so-called "treaty(s)" will
be shown to be excessive and sanction taken against the appropriate
entities.
     "The issue is complicated in that the treaty does give permission
for the acts which have been perpetrated on Gais and Her citizens.  The
excesses and underlying intention to subjugate free citizens will be
demonstrated to all.
     "Once this treaty has been shown to be fraudulent, the citizens of
Gaia will be asked for their direct consensus in the matter."
     He paused to stroke Coyote and let his anger gurgle once again with
a sharp intake.
     "Just remember the Prime Directive of the Consensus .^. 64:
     'Never again will the destruction of a sentient planet will not be
allowed.'"
     Under the protocols as I understand the preliminary readings I have
made, any indigenous sentient being may elect Galactic Citizenship by
publicly making a statement of their intent and of their willingness to
assume their inherent rights and duties as an "earthsteward". Then, as
an acknowledged Citizen of the Galactic Consensus, that being  shall for
all of time be extended the protection and sanctuary of the full
Consensus and any of its member systems.
     Again, my own preliminary interpretations indicate that once an
individual has elected Galactic Citizenship they shall then elect to
effect such socio-economic-political reforms as necessary to comply with
Gais' true status as a Garden Planet.
     Again, my silence questioned Q....  how?
     "Remember, Pearl. Remember those who have gathered here for this
work. Remember also that Gais has not yet been heard from in this matter.
     "Protocols have been agreed to on all levels.  This incursion has
violated those protocols.
     "Most importantly remember those gathered here now do so outside of
the temporal constraint humon beings have enslaved themselves to.
     "Once you realize that those making overtures to Earth's leadership
are really nothing by "minor gods" in the Galactic scheme of things, it
seems rather embarrassing that a bargain would be struck with the first
stranger in the door!"
     His chuckle allowed me to breathe for the first time since entering
the lodge room.  It signaled the Q&A period.
     "Well, that seems to validate Cooper's work.... ", I ventured.
     "Hold on, Sport.  Bill's got a great knack for the facts and his
perspective captures some of the flavor and intricacy of the situation,
but it doesn't cross the line and give his readers all the right questions.
     "He didn't even get into the Jupiter Project which should have been
in the same files he accessed. This would have given him the background
which would have led him into direct liaison with the Co-Re Ambassador
Designate.
     I struggled for response.
     "Does GC really want their representative disclosed to the public?"
     "Why not? Isn't it about time a dialogue began?"
     What my mentor and friend was saying shot electroshocks down my
spine. I had always skirted the question of timing.  My own prescience
gave me a fairly good idea of near future options, but nothing indicated
public contact was so immanent.
     My own work with the new Jupiter Team Co-Re had proven to me that
an active dialogue between Gais and the supra-intelligences closer to
the heart of the Milky Way had been ongoing for at least six years. The
materials I had accessed had demonstrated tremendous progress by the
Team in coordinating a consensus of understanding regarding
interpretation of some of this dialogue.

     Enough data had been collected to illustrate the preponderance of
beneficial healing energies in the exchange. Gais seemed to be thriving
on Her newly chatty neighbors.  Since many worlds have developed out....

     "As a general rule, the free exchange between sentient species is
not only encouraged but required for admission as a participating member
of the Galactic Consensus.  Gais can accomplish this Herself only on
realms beyond temporal limitations.
     "Only by working in tandem with a humon consensus can She properly
steward the responsibility a Co-Re intergalactic communications station.
In other words, She can handle the long term stuff of heavenly beings
such as novas, black holes, et al, but on the physical plane she has
generated, humons are best suited to deal with those species who dwell
on the physical planes.
     "Perhaps this first test of ET contact will provide the lessons
necessary for humons to begin to learn of their own stewardship.  But, I
digress.
     "In the realm of the Minor Gods, those species capable of
manifesting existence on the physical planes, humons are the new kids on
the block.  It's worse than Jimmy Stewart being taken from the corn
fields of Iowa and running for President of the U.S. while his rabbit
friend runs for Vice President.
     "Not a bad Democratic ticket, by the bye.  How 'bout Roger, would
he run?
     "So, the protocols provide guidelines to protect all parties from
being manipulated to their detriment.  No aggressive component is
allowed in any negotiations or subsequent treaties.
     "The "member-elect species" can never be forced into treaty.  Any
and all agreements must reflect the full integrity of all parties
including the host planet should it be sentient as in the case of all
Garden planets, especially Gaia.
     "Being the new most recent addition to galactic world citizenship,
Gais receives special attention. Since Galactic history includes
instances such as your own home world's self-destruction,  just remember
there's a new law in the land,
     "Never again....!
     "However, once a treaty has been effected between species, the
protocols dictate that it be honored with the sole exception where it
would denigrate the host planet.  And, the sole judge of this is the
planet Herself!
     "One of the most important qualifications put forth in the
protocols concerns how a species gains full citizenship in the Co-Re.
It's really simple, the nominated species must establish co-responsive
communication with its host planet."
     Again, his reference to the Jupiter Team's work brought forth
emotional questions.
     Looking deeply I watched for reaction as I asked, "How....
     "How can this be done? The best we've got cannot begin to
comprehend the massive data and information necessary to effectively
open communications with any hope of understanding Her responses.
     There was the slightest smile curling as twinkles in the corners of
his eyes.

     "Cyberspace.... the electro-magnetic network surrounding Gais will
achieve stasis soon.  Free and open access must be maintained for the
general populace. Conceptual interfaces and models must be designed to
bridge the comprehension.
     "Early work both by the U.S. and U.S.S.R. has demonstrated such
models can be done.  With the advent of parallel processing, the power
tools are around the corner.  You simply have to be prepared to wage the
info wars successfully and maintain a "free press" enhancement of vital
information.
     "Cooper points out that its this level of computer generated
modeling that gives his protagonists their advantages in controlling the
socio-economic factors to enslave the masses. These tools will be
available to all soon to aid in dissolving the tremendous influx of
misinformation being fed Gais's citizens."
     "Explain again, these "minor gods", I knew the bridge was immanent.
     His chuckling resumed momentarily as he considered which egregore
to tap for his example.
    "It's like the scream of a falling redwood... human ears have grown
insensitive to the sound.
     So, the archangels had yet to be heard from.
     "Doesn't that indicate that there needs to be some organized
approach to communicate with some of the 'greater gods'?
     His chuckling was back.
     "You're on target there!  Just remember to keep watch on the
preliminary results of the ultraviolet scans started last January
(1991).  Once the discovery is made that this band in the spectrum is
used for the primary intergalactic communications nets, you'll see some
sparks fly around the academic and intelligence communities.
     "This coupled with the immanent availability of cheap parallel
processing will enable anyone to tap in on Gais' direct link with the
Galactic Core relay station.  Once we discover that all technologies and
support mechanisms are in the Co-Re Libraries, it should end once and
for all the internecine feuding.
     "But, the corker will come when the consensus is presented
concerning the existing violations of protocols. When the leadership of
Earth learn that a full consensus of peoples is required for continued
stewardship of Gais, I think you'll see some policy changes."
     It didn't take any degree of talent for my budding prescience to
see the intergalactic shit hitting this fan.
     "What makes you so sure this path will be chosen?"
     My question brought a depth of silence as first response.
     "Regardless of which reality play is chosen, there are sufficient
avatars and Guild members embodied now to overcome any obstacle in
getting these communications before the peoples and children of Gais.
     When the options expire and when the time is deemed appropriate,
these will stand forth as per the foretellings in legends and the field
retired.
     "Remember the Gais Accord in which Earth was designated as a Garden
Planet stewarded exclusively by Co-Re Consensus. Only in time has that
stewardship been both occluded and interrupted by chaos.
     "And, as a Garden Planet with sentience, Gais was deemed a Living
Sanctuary, All who freely chose to stand in Her light entitled to full
benefits of Her good Graces and standing in all Galactic matters.
     "Whomsoever violates this Accord shall be forever banished.
     "And, I don't think I want to be in those brand of goulashes."
