From USCCCN International, Incorporated, the all-volunteer,
investigative research and training organization, staffed by current
and former law enforcement officers and investigators who also serve
as national and international police agency providers of the "GO/TRAK
PC Street Gang and Criminal Offender Profiling and Tracking Software
Program", comes a new Facial Identification System for law enforcement
composite sketching.

The "CD-FIT Facial Identification System" is the latest IBM PC and
compatible computer software program which generates a photographic
likeness of the face of a criminal, created and based on
description(s) provided by witnesses and victims. This technological
breakthrough replaces all other facial identification methods in
active use today.

"CD-FIT", is able to produce a facial likeness on a PC mainframe,
desktop or laptop computer screen using features from photos stored in
a memory bank. The photo-quality composite produced by "CD-FIT" is far
better those than systems which can only generate "pencil sketch"
likenesses.

Designed to be compatible with the latest cognitive interview
techniques, "CD-FIT" allows any facial feature to be selected and
modified, in random order, within the context of the whole face. This
eliminates the need for witneses to sift through an endless catalog of
features and slot them together to come up with an image. These
complicated methods, employed by other available composite sketching
systems, slow down the interview process and invariably result in the
witness losing both concentration and patience.

With the pre-interviewed witness or victim sitting alongside and
giving descriptions of an assailant or a criminal they spotted in the
commission of a crime, the police officer, investigator, agency
composite sketching artist or designated person(s) assigned to the
facial identification operation can move, tone, size, shape and change
the facial features at any time. This will eliminate an agency's
tedious attempts to locate a sketch artist, lose precious time and
allow the criminal to gain the time advantage and make good on his
escape. The easy-to-operate program holds thousands of
characteristics, including more than 400 hair styles, 283 eye shapes
and sizes, 173 face shapes and even 139 different types of eyebrows
and more for its effective use.

The truly affordable "CD-FIT Facial Identification System" program,
whose minimum computer hardware requirements include a 386 or 486
computer, 2 MB of RAM, 80 MB Hard Drive, DOS 5.0, a 3-1/2" floppy
drive, a Mouse or Track Ball accessory, an SVGA Card (Vesa
Compatible), an SVGA Color Monitor and HP Laserjet or other compatible
printers, uses a layer painting technique which allows the operator to
cut out features, by using the mouse or trackball, at any stage. For
example, if the witness decides halfway through the interview that the
offender's hair should be shorter, it can be painted out. Similarly,
if the offender wore glasses (68 shapes are stored in the program) and
the witness remembers they are tinted, various shades can be painted
in by the operator. The "CD-FIT" operational control software,
together with the accompanying two main databases, are stored and
compressed efficiently to occupy less that 36MB. Only 2MB of RAM is
needed.

After painting, any feature may still be moved or resized and the
operator's artistic work will not be lost. The combination of these
features results in a composite face which closely matches the
description provided by the witness or victim.

"CD-FIT" is easier to use than any other composit sketching system.
Keyboard skills ARE NOT needed. It is all operated by using the
computer mouse, and the program is completely self-explanatory. This
not only enables but encourages "non-technical" operators, perhaps
with a number of other vital duties and responsibilities, to
confidently use the "CD-FIT" system, even on an irregular basis.

"CD-FIT" uses special dithering patterns to produce high-quality
output. Composites may be printed in various sizes and positions to
match any interview form. Reference text may be added to the face and
the final composite may be saved to the computer's hard disk or floppy
disk in either "CD-FIT's" secure image format or a standard graphics
file format (ie. BMP, TGA, TIF, PCX, etc.).

"CD-FIT" images are always displayed in greyscale because color
complicates the finished product. Witness and victims, and people in
general, remember faces better when they are black and white.
Usually, you will get differences in color when it is translated from
screen to printer. If the image appears on television, not everyone's
set is tuned with the same brightness or color and differing flesh
tones will detract from the overall image and distract potential
witnesses.

New feature libraries are constantly being added to satisfy the needs
of law enforcement, criminal justice agencies, and correctional and
penal institutions nationwide and worldwide. Software updates and
additional feature libraries are available.

Also included with the standard "CD-FIT" PC software system is
"Feature Editing" software which allows the user to import images into
"CD-FIT". New hats, glasses, fashions, hairstyles, etc. can be
collected by the user agency and stored for local use. This facility
may also be used in identifying murder or accident victims. Faces can
be retouched to their former state using CD-FIT's graphics and paint
package. This feature is vital for criminal justice academies,
forensic and morgue units and homicide divisions.

"CD-FIT" is now being used around the world and is achieving an
impressive success rate. Attractive agency pricing and leasing terms
for "CD-FIT Facial Identification Systems" are available on request.

Interested officers and agencies serious about adding this new law
enforcement and crime-fighting technology to their present enforcement
and criminal justice efforts are invited to write for additional
details pricing and leasing programs relating to the "CD-FIT Facial
Identification System" for the IBM PC and compatible computers.
Complete information and agency references are also available for the
"GO/TRAK PC Street Gang and Criminal Offender Profiling and Tracking
Software Program", by writing to the law enforcement and investigative
research and training organization listed below. All "serious"
inquirers are requested to enclose an official letter advising of the
specific information they are requesting and a self-addressed, two-
