Excerpt from letter to British Prime Minister John Major, from
International Network against Mind Control (INMC), dated Stockholm,
October 9, 1992.

...    The reason we are addressing this letter to you personally is
that a meeting between Mr. John Austin-Walker, Member of the
Parliament and a victim of mind control, impressed on him the
importance of pursuing investigations into the matter so much that he
addressed a letter to you himself in August this year. Later writing
to the injured party, a Mr. N'Tumba, he said: "Following your most
recent visit to see me, I have written to the Prime Minister on your
behalf. As you know, there is very little accountability of security
services to the House of Commons and Members of Parliament have almost
no power in relation to the activities of MI5. As soon as I receive a
response from the Prime Minister, I will be in touch with you again."

    Just what happened to Mr. N'Tumba, he describes himself in a
letter to us: "Concerning the brain transmitter in my head, it has
been performing without my knowledge or consent ... What's very
outrageous is that I am sharing all my vision, thoughts, images,
hearings ... etc with people around me as the security services are
engaging in a large scale propaganda drive to smear my character,
background, behavior, emotions and motives ... I have no privacy at
all ... I am not a spy, I am not a criminal, I am not a terrorist.
Being an innocent victim of MI5 ... my persecution started in June
1988." What is more, there is no reason to suspect the validity of
what he writes; we are overburdened with letters such as this one from
the USA, Denmark, Sweden, Germany, New Zealand and our investigations
in Sweden reveal a terrifying reality where the mental health
services, police authorities and hospitals implant radio-transmitting
devices in people's heads and brains. This reality is exposed by a
vast amount of X-ray material to be a chilling and gloomy vision of
the future, stage- managed for decades by the security forces in
collaboration with medical and psychiatric institutions who together
have created a secret power which transcends law and order and which
is beyond intrusive public control. ...

    Recently we received some X-ray pictures of Mr. N'Tumba and our
medical experts in Stockholm have examined those of his skull and can
confirm that a transmitter has been implanted in his left nostril.
Furthermore, it can be seen that electrodes placed in the occipital
lobe are blocking the bloodflow behind their delimitation where the
oxygen depletion is caused and this is seen as well in his frontal
brain just above the implanted transmitter. Among the changes caused
by the frequencies affecting his brain the reduced oxygen levels have
induced an alteration of neurological functions, and impaired
cognitive abilities including that of memory. Moreover he has
obviously been anesthetized without his knowledge so that this
implantation could be performed. ...

This is the referred X-ray picture of Mr. N'Tumba's occipital lobe and
electrodes can clearly be seen blocking the bloodflow behind their
delimitation.

The X-ray examination was performed at Brook Hospital Main, September
16, 1992.

... In approximately mid-December of last year, Mr. Lambros found a
book in the Anoka Library entitled The Mind Manipulators, written by
Alan Scheflin. Professor Scheflin is a Harvard trained attorney and
currently a tenured law professor at the University of Santa Clara Law
School. Professor Scheflin's book was published in the early-1970s.
The book is a survey of experimentation in all aspects of mind
control, physical, drug induced and electronic. One chapter of the
book covers research conducted by Dr. Jose Delgado on animals and
humans (Dr. Delgado is currently the dean of a medical school in
Spain).

    I spoke with Professor Scheflin on the telephone ([Deleted]), and
he had no problem believing that Mr. Lambros could have some sort of
bio-medical implants within his body that could exercise some degree
of control over him. Professor Scheflin told me about his experience
with persons who had been given powerful hallucinogenic drugs (LSD) by
the U.S. Government in secret tests. The government at first denied
all the allegations, but in the end FOIA disclosures proved the claims
accurate. Professor Scheflin talked about being told wholly
unbelievable stories by one victim, stories that made no sense at all,
until it did come to light that the government had in fact given the
man LSD without his consent as part of an insidious secret experiment.

    Professor Scheflin reported that the victim could not accurately
describe what had happened to him because he lacked any accurate
personal reference information about what the drugs could be doing to
him. When the accurate information was combined with the victim's own
experiences everything made sense. Professor Scheflin speculated that
the same thing could be happening to Mr. Lambros. Not knowing the
scientific specifics of bio-medical mind control, Mr. Lambros'
descriptions may sound illogical and unbelievable, but if the implants
exist, Mr. Lambros' allegations could prove totally logical and
accurate once put together with accurate medical and scientific
information.

    I also spoke very recently with Rodney Plotnick, M.D. Dr. Plotnick
is a tenured professor of neurology at the University of California at
San Diego ([Deleted]). Dr. Plotnick worked with Dr. Delgado when Dr.
Delgado was doing experiments on mind-control in primates and in
humans. Dr. Plotnick has not had any personal involvement in this area
of research* since the late-1970s because the research was "very
expensive" and it involved "questionable ethical practices". Dr.
Plotnick provided names of doctors and other researchers currently
involved in this area of study, but said that it would be very
difficult to obtain any information due to the secret nature of the
research and the military/government involvement. Dr. Plotnick gave me
no reason to doubt that such implants are possible (in fact exist).

    All in all, the scientific persons I have spoken with regarding
Mr. Lambros' claims of bio-medical implants have not been
discouraging. The implants themselves (electrodes and control units)
are manufactured here in Minnesota by Medtronics, and they are
currently being implanted at the Low Back Institute (Abbott-
Northwestern Hospital) in Minneapolis. These electronic brain and back
implants have been in general use since the mid-1970s for pain
control. According to Dr. Plotnick, the exact same technology that is
currently in general use for pain control (Medtronics' electrodes)
could be used to do at least some the things Mr. Lambros claims have
been done to him. Medtronics has been very tight-lipped about their
products, but even their own Annual Report discusses the implants and
the procedures. ...

* As Dr. Plotnick described the research, Dr. Delgado was working on
implantation of electronic devices in the brain and nervous system to
control human behavior ([Deleted]). Sounds like high-tech 1984 to me.

1972, when I became tranquilized in the hotel where I was temporarily
lodging. This implantation preceded a period of prolonged torture with
personality-altering radio signals 10-20 hours a day and they started
communicating directly with my brain. It was then I realized that they
could discern my thoughts and, indeed, experience my entire range of
cognitive ac- tivity. ... The picture was taken at Karolinska Hospital
where all radiographers deny that any foreign object can be identified
in this picture. However, there are a number of overseas physicians
who testify the obvious fact, that several transmitters can be seen
quite clearly."

"This is the fourth transmitter [Picture of X-ray here] in my head and
it was inserted in connection with an appearance at Nacka Police
Station, just outside Stockholm, on 26th November 1975, ostensibly for
interrogation. I was locked up in a cell, but after a short while I
fell into a deep sleep from which I emerged to an entirely new life.
It is during these hours when the transmitter was implanted, and when,
I awoke I had a searing high frequency signal at about 100 db in my
skull. This was to plague me for about 16 hours a day for the past
eight years and completely transform my life. It depressed the
functional capacity of my right cerebral hemisphere and altered my
personality, behavior, and abilities as if they no longer were part of
myself." -
